Purpose of Department:
The Office of Human Resources manages workforce planning, position management, organizational development, recruitment, hiring, compensation, benefits, employee relations, training and development, performance management, employee wellness, employee engagement, leave administration, compliance, workplace safety, HRIS, and HR data and analytics.

Summary of Position:
William Peace University, a vibrant and diverse private institution located in Raleigh, NC seeks applicants for the role of Associate Vice President for Human Resources/Chief Human Resources Officer. Reporting to the Vice President for Administration/CFO, the Associate Vice President (AVP) will maintain and enhance the University’s focus on the recruitment, retention, and delivery of a positive experience for a diverse population of faculty, staff, temporary employees, and volunteers. The AVP will serve as the key human resources strategic leader, ensuring compliance for federal, state, and University policies and providing vision in planning and implementing quality-based and mission-focused programs, systems, and services in a manner consistent with the vision, mission, and values of the University. The AVP partners with the Director for Diversity, Equity, and Inclusion (DEI) and collaborates with leadership on related strategic planning, education, training, etc. to facilitate fulfillment of the University’s vision for a diverse, welcoming, and inclusive environment for members of the campus community. The role also serves as the EEO/ADA Officer and the Title IX Coordinator.

The role is responsible for both the Office of Human Resources’ operating budget and the University’s personnel budget ensuring strategic workforce planning. The AVP leads a staff of three HR professionals. The AVP must be innovative in streamlining business processes and operations and maximizing resources. The AVP will develop and implement creative and effective initiatives that meet the needs of our most valued resources, our people.

Essential duties and responsibilities:
Essential duties include:
  • Create and direct strategic recruitment and selection procedures and processes while coordinating and adhering to equal opportunity employment
  • Using appropriate market data, develop and oversee compensation philosophy and strategies to secure top talent, establish competitive salary levels, ensure equity among employees, and comply with regulations
  • Direct the activities of the HR Staff, including direct supervision of two professional staff members.
  • Partner with the staff and the CFO regarding the University’s benefits program offerings including health and dental insurance; retirement; life insurance, AD&D, LTD, and STD programs; Employee Assistance Program; wellness activities, worker’s compensation, and unemployment. Activities include enrollments, terminations of coverage, qualifying life event changes, annual employee notices including plan docs and 5500s, and communications.
  • Work with the staff, broker, and CFO to evaluate and recommend changes to benefits programs. Work with the staff and CFO in the administration of benefit plan contracts.
  • Develop, implement, and maintain a best practice performance management system to facilitate employee success and manage performance issues.
  • Mediate workplace disputes and ineffective working relationships; advise management in resolution of employee relations issues including counseling, warnings, and terminations. Partner with Legal Counsel as appropriate.
  • Develop and maintain innovative onboarding and orientation programs and processes.
  • Evaluate programs and processes on a regular basis to ensure high levels of customer service and satisfaction.
  • Implement technology solutions to enhance services as appropriate.
  • Advise leadership on organizational structure, staffing levels, and personnel spending.
  • Establish and recommend policies and procedures that comply with state and federal laws; maintain knowledge of human resources best practices and relevant regulations.
  • Evaluate and recommend outsourcing opportunities and identify potential vendors when appropriate.
  • Partner with the CFO and staff to develop and manage annual budgets for the Office of Human Resources while ensuring cost effective spending.
  • Establish and implement departmental goals and objectives.
  • Partner with the Director of Diversity, Equity and Inclusion and collaborate with leadership on DEI strategic planning, education, training, etc. to facilitate fulfillment of the University’s vision for a diverse, welcoming, and inclusive environment for members of the campus community.
  • Partner with campus colleagues in SACSCOC and IPEDS reporting initiatives and requirements.
  • Develop and facilitate focus groups and training programs related to human resources topics.
  • Maintain an effective exit interview process.
  • Develop creative employee engagement programs and activities to positively impact retention.
  • Participate in benchmarking surveys, analyze results, and make recommendations to leadership. Provide staffing and compensation models as appropriate.
  • Partner with the Controller to ensure accurate and timely payroll procedures.
  • Serve as the Title IX Coordinator. Develop and implement policies, procedures, communications, and training. Partner with Deputy Coordinators to manage University programs and cases.
  • Serve as the ADA Coordinator.
  • Complete special projects as needed.
  • Work effectively with a diverse population of employees, students, vendors, visitors and guests.
  • Perform other duties as assigned.



Minimum Qualifications:
The successful candidate will have a relevant four-year degree (Human Resources, Business Administration, Management, Industrial Relations, etc.) with demonstrated successful leadership experience in multiple areas of human resources including but not limited to organizational design, compensation, employee relations, training and development, compliance, and employee engagement in a higher education setting is required. The successful candidate will also have a comprehensive understanding of state and federal employment laws and regulations; the ability to handle highly confidential issues and effectively advise senior leadership; budget management experience; excellent collaboration and negotiation skills; and relevant HR systems experience. Candidates must have experience in designing and implementing structures, programs, and policies; experience in examining and re-engineering operations and implementing new strategies. Work requires knowledge of computerized information systems used in HR applications, professional written and verbal communication and interpersonal skills; and strong organizational abilities.

  • Knowledge of relevant local, state, and federal laws and regulations and ability to interpret and advise on application of same
  • Knowledge of contracting and negotiating
  • Ability to analyze and assess needs and make recommendations
  • Knowledge of computerized information systems used in HR applications
  • Strong written and verbal communication and effective interpersonal skills
  • Ability to motivate employees to produce quality work within tight timeframes and simultaneously manage several projects
  • Ability to participate in and facilitate group meetings
  • Ability to effectively advise leadership on HR issues


Preferred Qualifications:
Prefer an advanced degree in business administration, human resources management, sociology, or other related field and experience with Paycom, PeopleAdmin, Quantum Workplace and the google suite of products. Professional certification in human resources, compensation, or management such as the SPHR or CCP are a plus.
