POSITION ANNOUNCEMENT

POSITION: ADMINISTRATOR OF SUBSTANCE ABUSE PROGRAMS

One (1) Full-time, Exempt position

LOCATION: New Day Treatment Center

L’Anse, Michigan 49946

SUPERVISORY CONTROL: Chief Executive Officer

SALARY: Grade 12 (minimum starting wage $27.00/hour)

REQUIRED QUALIFICATIONS:

  • Bachelor degree in Social Work, Health Education or related field, and three (3) years practical experience in program management, personnel relations, fiscal management and social work. (College transcripts must be made available) and a minimum of one (1) year of full-time work experience in a management capacity which included supervision of staff.

OR

At a minimum, the applicant must possess an Associate degree, or have completed two full years or college in the Human Services or Health field, andhave five (5) years practical experience in program management, business administration, personnel relations, fiscal management and social work. (College transcripts must be made available) and a minimum of three (3) years of full-time work experience in a management capacity which included supervision of staff.

  • Must possess and maintain a Certified Clinical Supervisor (CCS) Credential.
  • Note: Consideration will be given to individuals possessing a Certified Alcohol and Drug Counselor (CADC) credential, along with their education and experience.
  • Must have prior working experience and compliance with addiction standards and processes.
  • Working knowledge of management by objectives and the ability to evaluate and delegate responsibility a must.
  • Prior training and at least five (5) years working experience in the substance abuse field.
  • Must have successful previous supervisory experience, minimum of one year.
  • Demonstrated ability to work well independently without direct supervision.
  • Advanced communication skills – both oral and written.
  • Prior experience with developing, preparation, reporting, and managing budgets.
  • Must have experience working with grants, and become trained and have full understanding of the grant management software, Amplifund.
  • Must maintain strict confidentiality.
  • Must follow the Federal Laws of Confidentiality (42 CFR Part 2).
  • Must be computer literate with the ability to use general Microsoft office programs.
  • Must be able to travel and attend training.
  • Must possess a valid Driver’s License; vehicle; insurance; good driving record and be insurable to operate fleet vehicles.
  • Ability to relate to Indians and non-Indians alike.
  • If applicant is in recovery, must have at least eight (8) continuous years of sobriety and currently practicing total abstinence.
  • Must be able to obtain a satisfactory clearance in accordance with the Indian Child Protection and Family Violence Prevention Act Background Investigation Policy.
  • Employment is contingent upon the satisfactory result of a Security Background Check, pre-employment drug testing, and pre-employment physical.

INDIAN PREFERENCE: Preference will be given to qualified individuals of American Indian descent.

VETERAN PREFERENCE: Preference will also be given to qualified Veterans (need DD214).

DUTIES AND RESPONSIBILITIES:

Provide overall administrative direction for the Keweenaw Bay Indian Community Alcoholism Programs – Residential, Outpatient, and Recovery Housing – and to provide leadership to ensure the delivery of high quality, comprehensive substance abuse services.

Be involved in hiring, retention, and discipline of all KBICSAP staff.

Responsible for the supervision of the Social Worker, House Manager, Administrative staff, CARE Coordinator, and the Substance Abuse Programs Clinical Manager.

Work in conjunction with certified staff to ensure CARF Accreditation as an ongoing process of continuous performance improvement and to maintain certifications.

Responsible for establishing goals, objectives, policies and priorities in pursuit of providing substance use disorder treatment to the highest possible level.

Coordinating activities and resources internally and external with those of other government and non-governmental programs, promoting optimum utilization of all available health resources.

Preparation of all (Tier) services agreements/contracts for KBICSAP with Contractors/Parties for services. Arranging if needed, Request for Legal review, and presenting to Tribal Council.

Planning, directing, and coordinating KBICSAP activities in the areas of management, policy, performance improvement, financial management, and administrative services.

Acting as the representative for Keweenaw Bay Indian Community Substance Abuse Programs (KBICSAP) to federal, state, tribal and other local agencies.

Carry out the KBIC SAP programming under established policy direction from the Tribal Council.

Place priority on development management resources, improving management capabilities, effective planning and mobilization of resources required for the continuation and expansion of substance abuse services.

Attend all meetings, conferences, a workshop necessary to the program. Seek funding opportunities to aid in the sustainability to grow substance abuse treatment programs and services.

Assist the Grant Specialist with grant funded opportunities.

Complete all Grant reports in a timely manner.

Complete State, IHS, N-SUMHHS (SAMHSA), CARF Annual Conformance Accreditation reports as necessary.

Prepare, manage, and monitor the annual Budget for the KBICSAP, with sought input from the House/Unit Managers, Counseling, Out Patient, and OSHKI Maji departments.

Complete State, Federal, Tribal, and IHS reports.

Monitoring accreditation compliance requirements as necessary.

All other duties as assigned by supervisor.
