Performs and oversees highly advanced senior level consultative and technical assistance for the educational component for the Special Supplemental Nutrition Program of the Women, Infants and Children (WIC) program. Responsible for performing and overseeing SNAP-Ed grant activities performed by WIC subrecipients (WIC Local Agencies). Administers, prepares, submits, maintains and reports SNAP-Ed grant State Work Plan and Budget requirements, including accountability and oversight of local WIC agencies statewide. Develops and oversees the strategic planning process for the implementation of SNAP-Ed grant funded projects. Identifies program needs and deficiencies and develops action plans to improve program operations. Oversees the implementation of guidelines, policies, procedures and business rules as they apply to SNAP-Ed subrecipients. Works with state and federal agencies to evaluate, recommend and plan supplemental training and engagement programs for participants, staff and partners. Assigns and/or supervise the work of others as part of team functions. Works under the minimal supervision of the Nutrition Education Branch Manager with extensive latitude for the use of initiative and independent judgment.
40% Oversees and coordinates the implementation of WIC SNAP-Ed funded activities. Reviews and approves WIC Local Agency SNAP-Ed grant project plans and expenditure proposals for nutrition and infant feeding education interventions targeting WIC SNAP-eligible populations. Reviews and interprets federal and state policies and guidelines to subrecipients and/or stakeholders. Develops and oversees the strategic planning process for the integration of SNAP-Ed educational activities in WIC training, nutrition education and client services. Makes recommendations for incorporating SNAP-Ed activities in the WIC program. Coordinates collaborative efforts with state and local staff and community partners to identify innovative and effective solutions for recruiting and retaining WIC participants and staff in WIC SNAP-Ed programming. Coordinates state agency assistance with local WIC SNAP-Ed project planning for delivery of nutrition, obesity prevention and infant feeding education, support, policy, system and environmental change and social marketing strategies to reinforce key messages. Coordinates with partner organizations and identifies and develops statewide partnerships to enhance and/or deliver nutrition and infant feeding education programs and obesity prevention services for greater reach.
30% Conducts advanced research and analysis of the educational needs of SNAP-Ed eligible clients. Performs analysis and oversight of impact/outcome evaluation for each SNAP-Ed grant project.
Using on-site visits as well as various survey modes, has a thorough understanding of the WIC local agency SNAP-Ed operational needs in the WIC Program. Identifies long range SNAP-Ed engagement goals through needs assessment of WIC clients, partners and staff. Oversees and manages the collection of needs assessment data. Plans, develops, writes and edits policies and procedures needed to carry out WIC SNAP-Ed engagement strategy. Develops and reviews materials related to SNAP-Ed educational engagement. Establishes consistent evaluative feedback mechanisms which monitor engagement and training programs for effectiveness. Analyzes data collected and recommends change when necessary. May plan, assign and or supervise the work of other staff.
25% Oversees the fiscal management of SNAP-Ed budgets and financial reporting activities for each WIC Local Agency including managing budget revisions and/or reallocations of funds among subrecipients. Reviews and approves subrecipient funding expense requests. Prepares and submits program and fiscal reports on a monthly, quarterly, and annual basis. Oversees the reporting of monthly data into federal electronic information management system (PEARS). Ensures administration of valid, data-driven needs assessment of nutrition, infant feeding, and obesity prevention of the target population and their barriers to accessing healthy feeding and physical activity practices.
5% Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activations. Such participation may require an alternate shift pattern assignment and/or location.
