US Space Force Operational Requirements SME with Gatekeeper Duties

Sigmatech, Inc. is seeking an operational requirements SME to support the Operational Capability Requirements Directorate (SF/S5R) in the US Space Force (USSF) Office of the Deputy Chief of Space Operations for Strategy, Plans, Programs, and Requirements. The S5R establishes Service policy, guidance, oversight, and priorities for the Service's capability requirements development process and ensures Service integration with the Joint Capabilities Integration and Development System (JCIDS). This position will perform duties at the customer site in Arlington, VA.
Responsibilities within the S5R:
- Review Service military capability assessments and the identification, approval, and prioritization of capability gaps.
- Manage development of all performance requirements for the Service. Performance requirements are performance attributes of a system considered critical or essential to the development of an effective military capability.
- Support the CSO as the independent validation authority for Service-specific capability requirements.
- Ensure the Service's use of JCIDS, as appropriate, to validate Service-specific capability requirements.
- Manage Service-validated urgent, emergent, and deliberate capability requirements and updates, and associated validation memoranda, for information purposes and for visibility in the capability requirements portfolios.
- Support the Vice Chief of Space Operations (VCSO) in participation in all JCIDS activities and Joint Concept Development activities to include coordination of all JCIDS documents, briefings, and associated decision memoranda. Prepares the VCSO for participation as the USSF principal to the Joint Requirements Oversight Council (JROC).
- Lead and formulates USSF sponsored operational capability requirements and ensure associated documents are developed based on valid mission needs while balancing operational risk, capability, schedule, and cost.
- Utilize USSF Capabilities Based Assessments or similar studies to manage the development of operational capability requirements documents and decisions.
- Support requirements management training workforce requirements.
- Serve as DoD integrator for all joint space requirements as necessary.
- As authorized, in coordination with SF/S5P, collaborate with allies and partners in the discussion and identification of future capability needs and materiel requirements, in coordination with the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics (SAF/AQ), Deputy Under Secretary of the Air Force for International Affairs (SAF/IA), or SAF/SQ as appropriate, and in the acquisition of interoperable or standardized systems, subsystems, and follow-on logistic support.
- Serves as Space Force OPR for Space Operations Forces requirements development for Space Force Enhancement, Space Support, Space Situational Awareness and Space Control
- Serves as Space Force OPR for Space Operations Forces requirements development for Space Force Enhancement, Space Support, Space Situational Awareness and Space Control Portfolios into JCIDS, encompassing both on-orbit and associated ground systems.
- Serves as Space Force OPR for Cyber requirements development and the USCYBERCOM-led Cyber-CIDS process. Serving as Space Force principal in the Cyber Requirements Evaluation Board.
- Preferred skills: As Gatekeeper, perform the following prior to documents entering the JCIDS process for staffing:
1) Review documents submitted to confirm the document is complete and ready for staffing,
2) Confirm that Capabilities Based Assessments, studies, and similar supporting materials for the document have been uploaded to the Knowledge Management/Decision Support (KM/DS) Studies repository, or if not appropriate for the KM/DS studies repository, have been linked and/or appended as attachments to the document,
3) Reject documents that are not properly formatted when format issues cannot be easily corrected during comment resolution.
4) Identify lead Functional Capability Board (FCB) and supporting FCBs as needed
5) Assign a Joint Staff Designator based on actual/potential acquisition category and Joint Staff equities.
Experience and Skills:
Required Skills:
- TS Clearance with SCI eligibility
- Experience supporting Service HQ or DoD Agency or IC staffs
- Demonstrated interpersonal, organizational, oral presentation and executive writing skills
- Familiarity with civil, commercial, and international space capabilities and architectures
- Familiarity with the DoD space architectural analysis
- Excellent writing skills
Preferred Skills:
- Pentagon knowledge and understanding of Pentagon organizations
- Knowledge and familiarity with current Defense Department efforts in space
- Experience evaluating USSF, other DoD or NRO space systems.
- Staff experience supporting DoD agencies within the past 3 years
- Familiarity with TMT and/or or other HQ staffing tools
Required Education/Experience:
- Master's Degree plus a minimum of 10 years of experience in an Operations, Engineering, Scientific, Data Science, Software Programming, Artificial Intelligence, Machine Learning, Analysis, Policy or Planning field, or equivalent experience/responsibility. Bachelor's degree considered with the appropriate background and experience
- Experience and understanding of design, development and/or operations of one or more DoD operational system such as: Global Positioning System (GPS), Space-based Infrared System (SBIRS), Space Control, Space C2, Spacelift, Ground-based missile warning radars, protected and un-protected Satellite Communications, Space Based environmental Monitoring, Space track (Space Domain awareness)
Preferred Education/Experience:
- Master's degree in Aerospace or a STEM field
- 15+ years' experience in an Ops, engineering, scientific, analysis, policy or planning field related to Defense Space
- HQ AF/SAF staff experience within the past 3 years
- Experience writing Joint Requirements documents
- Experience with Space system Acquisitions
