Position Overview
The Division of Family and Community Resources is seeking to hire a position to serve as Supplemental Nutrition Assistance Program (SNAP) Liaison/Policy Writer. This position conducts ongoing and in-depth reviews and analysis of proposed or current Federal statutes and Federal regulations and to assess program modifications required for implementation of the statute or regulation in administering the SNAP Program. This position assists in development of enhancements to the eligibility system to implement agency initiatives and program changes as a result of legislation, clarification and to correct eligibility system issues. The position also includes promoting a good working relationship with the Federal Food and Nutrition Services and responds promptly to requests for information.
Job Responsibilities
1. Serves as Supplemental Nutrition Assistance Program (SNAP) Liaison/Policy Writer.
2. Creates and/or prepares written manual material translating complicated management decisions into Agency procedures.
3. Assists in development of technology projects and automated system enhancements to implement agency initiatives and program changes as a result of legislation, clarification and to correct problems.
4. Assists and monitors data for SNAP recipients who are considered Able Bodied Adults without Dependents.
5. As requested by agency management, attends meetings and conferences to discuss and provide insight and advice regarding consequences of proposed changes to program and policies.
6. Promotes a good working relationship with the Federal Food and Nutrition Services and responds promptly to requests for information.
7. Prepares mandated SNAP Federal reporting.
8. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.
2. Requires three (3) years progressively responsible administrative experience in a public or private setting.
SPECIALIZED SKILLS:
Of the three (3) years of progressively responsible administrative experience, requires three (3) years of experience writing agency policy and procedures related to public assistance services such as Supplemental Nutritional Assistance Program (SNAP).
Preferred Qualifications
1. Three (3) years of professional experience working with policy and procedures for public assistance services such as Supplemental Nutritional Assistance Program (SNAP).
2. Three (3) years of professional experience writing agency policy and procedures related to public assistance services such as Supplemental Nutritional Assistance Program (SNAP).
3. Two (2) years of professional experience utilizing Federal regulations and Illinois laws, rules, and regulations with special emphasis on assistance programs such as Supplemental Nutrition Assistance Program (SNAP).
4. Two (2) years of professional experience working with Federal regulations.
5. Two (2) years professional experience analyzing administrative problems and adopt an effective course of action.
6. Two (2) years of professional experience in public speaking to small audiences.
