SUMMARY OF DUTIES:

The Public Health Manager is responsible for the delivery and oversight of public health programs related to environmental sampling of the potable water systems, pest control and food safety and communicable disease programs. This individual will work closely with Mechanical staff and contractors to ensure that all preventative maintenance related to water systems is occurring per Amtrak and regulatory standards. This role will support Senior Public Health Specialists with continuous improvement of pest control standards and follow up on network wide corrective actions. The Public Health Manager will support the development of additional policies, standards and trainings to promote safety culture. The role requires regular analytical and metrics-based project reporting to stakeholders across the network and to inform programmatic needs.


ESSENTIAL FUNCTIONS:

  • Review current pest control operations and initiate a comprehensive data management system to quickly identify repeat findings and ensure that all rolling stock is inspected at the determined frequency.
  • Support process improvements to the pest control reporting process and ensure that the proper information is relayed to the appropriate stakeholder as soon as reasonably possible.
  • Manage the pest control contract, including conducting periodic reviews to ensure that the deliverables are achieved, oversee response and service delivery, and ensure continuous improvement of program.
  • Support the review of construction projects across the network to ensure that the proper IPM standards are followed before, during and after completion.
  • Recommend alternative pest control strategies where appropriate and guide the adoption of approved alternative strategies.
  • Cultivate collaborative partnerships among stakeholders to drive continuous improvements in the delivery of public health programs and policies.
  • Create an interactive dashboard that offers support to stakeholders to improve corrective actions and efficiencies as related to public health reports.
  • Build program and compliance analyses to measure performance, identify trends, and guide program improvement.
  • Coordinate compliance with Amtrak public health policies while continuing to leverage scientific principles to improve policies and program offerings.
  • Support the Senior Public Health Specialists with audits, trainings and inspections.
  • Conduct food safety trainings and inspections to improve compliance and increase food safety culture on board, in commissaries and external vendors.
  • Support the public health program strategy and interventions as related to communicable diseases.


MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Biology, Public Health, Environmental Sciences, or related science degree (or equivalent combination of training, education and relevant experience may be considered in lieu of a degree).
  • Minimum of 7 years relevant experience required (minimum of 11 years relevant experience in lieu of degree)
  • Knowledge and experience in Integrated Pest Management (IPM)
  • Knowledge in reviewing pest control services and reports, and identifying failures in the system as well as implementing proper and effective corrective actions
  • Experience with the Safe Drinking Water Act (SDWA) and required sampling for potable water systems.
  • Knowledge and experience with Hazzard Analysis Critical Control Point (HAACP) and implementing food safety systems.
  • Certified Food Protection Manager
  • Experience with data analysis and reporting to drive performance
  • Experience with managing communicable disease and foodborne illness response
  • Excellent project and program management skills
  • Strong focus on collaboration, team building, and customer service

  • Ability to exercise independent judgment and take action on it

  • Must have work authorization in the United States.


PREFERRED QUALIFICATIONS:

  • REHS/RS or similar certification. Ability to obtain after 1 year of hire
  • Experience with backflow prevention devices and testing
  • Experience and knowledge of various pest control implementation programs (baiting, tracking, CO2 and other methodologies)
  • Master’s degree in Public Health, Biology, Entomology, Environmental Sciences or related degree
  • 9 or more years of relevant experience preferred


WORK ENVIRONMENT:

  • Frequent use of computer systems in an office environment.
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.
  • Frequently handles multiple projects simultaneously.
  • Ability to work under time constraints to meet deadlines.
  • Conduct in person inspections/trainings/support on rolling stock, commissary locations and yards.


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary/hourly range is $98,660 - $127,870. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
