City Finance, previously part of another City department, is an autonomous organization comprised of six divisions and 150+ employees. In partnership with the City’s Budget Office (CBO), CFD is charged with managing the financial operations of the City of Seattle, supporting City Council and other decision-makers with enterprise-wide financial information and technical expertise. Together, CFD’s divisions work to align the City’s financial operations with budget development and financial planning activities to maximize City resources and ensure the City’s sustained fiscal health.
Within CFD’s Citywide Accounting and Payroll (CAP) division, the Citywide Payroll team directly serves approximately 1250 full-time, part-time, salaried, hourly, represented, and non-represented employees across a variety of the City’s small departments and executive offices. The team also consolidates and processes the biweekly payroll for the entire City. The team’s work is fast-paced and deadline-driven, so the successful candidate must be able to handle multiple priorities under general supervision.
- Under tight timelines, audit payroll by reviewing biweekly pay transactions, ensuring that they comply with Collective Bargaining Agreements as well as policies, rules and regulations of the City of Seattle, Washington State, Federal government and Internal Revenue Service (IRS).
- Input employee reimbursements and pay adjustments.
- Assist with preparation of manual check requests as needed.
- Review comments, adjustments and supporting documentation.
- Investigate and resolve discrepancies.
- Prepare special computations such as retroactive adjustments and salary payments as necessary.
- Communicate effectively (in person, through email, and by phone) with managers, supervisors, and staff.
- Answer payroll related timesheet questions and assist employees in understanding payroll rules. Assess and route inquiries and issues to HR or other colleagues as needed.
- Update and maintain office files, correspondence, and employee pay records.
- Provide clerical and technical support to other members of the payroll team as assigned.
- Keep sensitive materials and information confidential.
Three years of previous accounting, payroll, and/or bookkeeping experience or one year of work experience as an Accounting Technician II.
(Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class may be considered.)
Desired Skills and Knowledge :
- Experience with Human Resource and/or Payroll systems and knowledge of City procedures.
- Proficient in Microsoft Office applications (e.g. Excel, Access, Word and Outlook).
- Quick and accurate data entry and ten key by touch experience.
- Ability to prioritize and organize assignments and accomplish multiple tasks with strict deadlines while maintaining excellent customer service.
- Ability to function as a team member and shift priorities on short notice.
- Communicate effectively in written and verbal form, including the ability to interpret technical payroll and accounting procedures for internal and external customers.
- Ability to review and research transactions to identify discrepancies and develop corrective actions as necessary.
- Ability to understand and apply State/Federal statues, rules and procedures and Generally Accepted Accounting Principles (GAAP) pertaining to assigned payroll functions.
Selected candidates will be invited to test with the Department. Top candidates will be selected to move on to an interview.
Work Environment
The full salary range for this position is $ 30.72 - $ 34.47 per hour.
