    TITLE CODE : K2926 GRADE : 05/ESPBC - $21.38 to $35.51 (Hourly Base Pay Scale for Non-Exempt Office Professionals, Clerical, and Classified Employees Represented by ESPBC, 2022)

    DEFINITION: Under general supervision, performs a variety of responsible accounting-clerical duties in support of the office. Maintains accounting, payroll, budgetary, and fiscal records. Processes financial transactions. Performs other duties as assigned.
    EXAMPLES OF DUTIES:

    • Processes payroll for centrally funded programs such as private school tutors, family engagement, and summer instructional and nurse positions. Prepare salary projections for centrally funded programs. Performs payroll review and reconciliation and resolves any discrepancies.
    • Prepares, distributes, and maintains Par documentation.
    • Prepares and processes journal entries submitted by accountants to reconcile discrepancies.
    • Assists in the monitoring and maintenance of grant funded position work. Prepares, reviews, and submits position logs for grant funded positions.
    • Maintains status sheets to reflect pending and disbursed expenditures. Reviews and processes purchase orders, check requests, and cash receipts. Maintains accurate files of non-salary expenditures.
    • Assists in the collection and review of time and effort certification reports required for the grants.
    • Provides back-up support for the administrative support for all grants.
    • Receives and responds to inquiries from school-based staff, central office staff, and other stakeholders.
    • Works closely with their assigned accountant to accurately report and maintain all school budgets pertaining to school-based grants.
    • Other duties as assigned based on feedback from central office and school-based administration.

    MINIMUM QUALIFICATIONS:

    Education, Training and Experience:

    Possession of a high school diploma or an appropriate equivalent. Four years of progressively responsible bookkeeping and/or account-clerk office experience.

    Note: Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

    Knowledge, Skills, and Abilities:

    Knowledge of the practices and procedures of accounting clerical work and bookkeeping. Knowledge of office practices and procedures. Knowledge of personal computers and MS Office software applications.

    Skill in performing accounting-clerical and bookkeeping duties.

    Ability to make decisions in accordance with established grant and school system policies and procedures. Ability to exercise courtesy and good judgment in dealing with students, parents, administrators, other employees, vendors, and the public.

    PHYSICAL AND ENVIRONMENTAL CONDITIONS:

    The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers. This position will require travel to schools throughout Baltimore County on a weekly basis.

    Pre-Employment Requirements:

    • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $106.00. An identification card will be issued which must be shown prior to employment.
    • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
    • If you have military experience you will be asked to provide a copy of DD214.
    • Official transcripts for all higher education must be received prior to hire.
    • Some positions will require employees to undergo a physical examination and/or drug testing.
    • All newly hired personnel must attend a Badges and Benefits session.
    • Additional job verification will be required for salary credit.
