Boeing Global Services (BGS) is seeking a Continuous Improvement Compliance Project Management Analyst (Level 4/5) Material Management and Accounting Systems (DFARS-MMAS) expert to join our Supply Chain Continuous Improvement team in Dallas, TX. This integral member will work with process owners and business partners to continuously improve Supply Chain and MMAS related requirements. In this role, the focus will be enabling the BGS Supply Chain to attain an outstanding maturity of operational excellence, compliance, improved data, process diligence, and process redesign. It will also accelerate integration with enterprise effort to evolve how teams in the company work in alliance and expansively to achieve a common goal. The team dynamics focuses on self-initiative and team member empowerment and autonomy while continuously sharing standard methodologies, techniques, and team motivation. The Continuous Improvement Compliance Project Management Analyst understands MMAS compliance requirements for business applications in the Supply Chain and ensures appropriate policies are documented. The candidate will utilize industry standard methods outlined by Supply Chain Operations Reference (SCOR-ASCM), Project Management (PMI), Lean Six Sigma (ASQ) and SAFe Agile to manage projects related to compliance. Compliance efforts will be informed by ISO, DFARS, FAR or other Internal Boeing Policies or Procedures. The candidate will assist in updating and executing governance plans, leading process improvements efforts including corrective actions and issue resolution, and monitoring compliance throughout multiple sites in the Supply Chain. Job activities include leading and participating on standard operating rhythm, performing audits, self-assessments, educating teammates on compliance requirements, managing improvement efforts, analytics of existing data to identify compliance issues, defining business processes and controls in collaboration with other teams, monitoring compliance, managing and maintaining reference processes used by the business teams, coordinating with multiple roles maintaining collaboration across functions in business (including at the business unit and enterprise level), developing and implementing audit readiness testing, leveraging standard tools to publish and deploy standard compliance methods, and contributing to enrich quality management systems.

Position Responsibilities:

  • Perform project management for projects related to Compliance (SCOR, 2017, 2.6.12)

  • Assist senior management in implementing Compliance governance efforts

  • Monitor operational performance, regulatory entities, assess publications, identify deficiencies, define remediation, publish and communicate remediation (SCOR, 2017, 2.6.63)

  • Receive compliance weakness request, scope work, correct issue, maintain content, test processes, publish information and verify information

  • Define and maintain business procedures, requirements, business rules, and valid controls

  • Gather, analyze, interpret, and integrate large data sets and data requirements utilizing software. (National Center for O*NET Development, n.d.)

  • Seek learning opportunities when presented with a problem.

  • Provide input into standards, policies, and procedures.

  • Develop, govern, and enhance compliance dashboards and reports in collaboration with Business Intelligence teams and subject matter experts.

  • Collaborate with data partners in the supply chain and other Boeing organizations (SCOR, 2017, 2.6.19)

  • Navigate matrixed organization and function within the business unit and enterprise levels

  • Manage project timelines and delivers projects on time and with high quality

  • Apply change management techniques to effectively implement new redefined and redesigned processes

This position is hybrid. This means that the selected candidate will be required to perform some work onsite in Dallas, TX. This is at the hiring team’s discretion and could potentially change in the future.

Basic Qualifications (Required Skill/Experience):

  • 10+ years experience working with or within operations, supply chain, and/or quality organizations

  • 5+ years experience in applying continuous improvement tools and techniques

  • Bachelor’s degree in Computer Science, Engineering, Business Information Systems, Business Administration, or closely related field, or equivalent experience

  • 3-5 years experience leading projects using Project Management Best Practices and tools

Preferred Qualifications (Desired Skills/Experience):

  • 3+ years experience with Department of Defense Federal Acquisition Regulation Supplement (DFARS) compliance

  • Project Management Professional (PMP) certification, Project Management Institute (PMI)

  • SAFe Agile certification

  • Recognized Lean Six Sigma Belt certification, American Society for Quality (ASQ) or equivalent

  • SCOR Practitioner, Supply Chain Operations Reference (SCOR-ASCM)

  • GOLDEsp (Government Online Database) Tapestry, LPS, Oracle products or SAP ERP working knowledge

  • Microsoft Office (Sharepoint, PowerPoint, Excel, OneNote, Outlook) working knowledge

  • 2-5 years of related experience in corporate environment, preferably with supply chain and process rich companies

  • 2-5 years of Practical experience working with regulatory and/or voluntary compliance, business processes, and documentation

Typical Education/Experience:

Level 4: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).

Level 5: Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 15 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.).
