PERFORMANCE EXPECTATIONS
In performance of their respective tasks and duties all employees of Bois Forte Band of Chippewa are expected to conform to the

POSITION PURPOSE
Behavioral Health is comprised of the disciplines of mental health and substance disorders. The Manager of the Behavioral
Health program collaborates with the respective supervisors to plan, implement, assess, manage, and re-align strategic direction
if needed. Key focus areas are clinical staff development, program planning, growth, development, and sustainment, and
providing recommendations for program changes to meet client/community needs. The Administrator holds the responsibility of
ensuring program planning is integrated and seamless. Serves as a role model to staff and is seeking to continuously provide high
quality care. The Behavioral Health Clinical Managers plan, develop, manage, and oversee the administration of behavioral
health care clinic/program operations and services through subordinate professional-level and/or supervisory staff.
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
1. Responsible for building, leading, and executing a behavioral health team and clinical programming and services.
2. Maintains clinical oversight of all staff to assure completion of responsibilities and duties, managing concerns or issues
and maintaining a standard of excellence for patient care.
3. Work with program supervisors to identify, recruit, hire, train, monitor, and supervise all direct behavioral health
service professionals following Bois Forte Reservation Tribal Government (BFRTG) personnel policies and procedures.
4. Conduct onsite program reviews and analysis to monitor program effectiveness against established objectives and
timelines/milestones. Identifies challenging areas and assists in determining required mitigation to correct, ensuring
compliance and conformity to standards and regulations.
5. Oversee and provide direction for day-to-day administrative operations and in collaboration with the Managers
oversees clinical care and the processes that support.
6. Develop and implement programmatic and administrative policies and procedures to attain program goals and
objectives.
7. Stay current on changing policies, laws, and requirements for all behavioral health programs.
8. Ensure that behavioral health staff are appropriately licensed and are provided credentialed clinical supervision and
clinical consultation, in accordance with such standards as, but not limited to, the Minnesota Board of Social Work,
Board of Licensed Marriage and Family Therapy, the Minnesota Mental Health Act, and standards maintained by the
Minnesota Department of Human Services Licensing Division.
9. This position will develop and monitor program budgets, policies, and procedures to support the functional
infrastructure of the department.
10. Oversee program budgets and all program-related expenditures, tracking funding and budget line items regularly.
11. Assist with developing and maintaining all annual grant applications, contracts, and budgets for all behavioral health
department funding grants.
12. Contribute to grant-writing and contract Requests for Proposals (RFPs) & Requests for Information (RFIs) as well as
prospecting new funding opportunities as needed.
13. Assess and recommend new behavioral health services, congruent with community/agency needs and strategic plans.
14. Develop and implement marketing strategies for the department programs and services.
15. Maintain good working relationships with relevant stakeholders, area service providers, and referral sources.
16. Provide clear and timely communication to staff regarding expectations and delegated tasks.
17. Conduct staff meetings and any necessary training sessions for program personnel.
18. Attending all agency meetings and training as assigned.
19. Identify and provide de-escalation strategies and crisis resources for behavioral health staff.
20. Abide by the rules of confidentiality, Data Privacy Act, Mandatory reporting laws, HIPAA compliance, and BFRTG policies
and procedures.
21. Monitor case assignments and ensure appropriate caseload mix, and regularly review billable hours and staff
productivity.
22. Represent the Bois Forte Band in a positive and professional manner.
23. Adhere to strict confidentiality guidelines and mandate reporting of child or vulnerable adult maltreatment.
24. As an employee of the Bois Forte Reservation, will follow the Bois Forte Procurement Policy and any other applicable
procurement requirements when obtaining goods and/or services for the Bois Forte Band of Chippewa.
25. Perform other duties as assigned.
MINIMUM MANDATORY QUALIFICATIONS
Experience: • Five (5) years of experience in healthcare/behavioral health setting.
- Three (3) years professional staff supervision/management experience.
Education: • Bachelor’s Degree in healthcare administration or business/clinical related field.
License/Certification: • Must possess a valid driver’s license, be insurable under the Band’s RTC Automobile Policy,
and be eligible to drive under any other motor vehicle use policies applicable to the position.

WORK ENVIRONMENT
Work environment: The work environment characteristics described here are representative to those an employee
encounters while performing the primary functions of this job. Normal office conditions exist, and the
noise level in the work environment can vary from low to moderate. Limited overnight travel may be
required from time to time. This position may be exposed to certain health risks that are inherent
when working within a health center facility, such as potential exposure to hazardous chemicals,
sharps, and infectious body fluids.
Physical demands: The physical demands described here are representative of those that must be met by an employee to
successfully perform the primary functions of this job. While performing the duties of this job, the
employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive
motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in
transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision
abilities required by this job include reading, distance, computer, and color vision. Talking and hearing
are essential to communicate with the community, visitors, patients, vendors, and staff.
Mental demands: There are a number of deadlines associated with this position. The employee must be able to handle
frequent interruptions and must also multi-task and interact with a wider variety of people on various
issues.
