The Parks and Recreation Department provides residents and visitors more than 41,000 acres of desert parks and mountain preserves that feature 41 trailheads and more than 200 miles of trails, 185 City parks, 32 community and recreation centers, classes and sports programs for all ages, 29 pools, eight golf courses, and a variety of specialty and cultural venues and facilities.

The Parks and Recreation Department is seeking an Urban Park Manager for the Natural Resources Division Urban Park Ranger Team. The Urban Park Manager supervises Park Ranger Supervisors and Park Rangers assigned to the Urban Parks. Park Rangers promote behavior that allows everyone to enjoy clean, safe, accessible, and inviting parks and programs.

The Park Manager position is responsible for

  • Supervising Park Rangers II and Park Ranger III positions, including overnight/third shift.
  • Oversight of criminal, civil, and parking citations, and subsequently defend those citations in municipal court.
  • Ensure team members adhere to the City Charter/Ordinances, Administrative Regulations, and Field Operations and Protocols.
  • Review Ranger logs.
  • Overseeing the service of public property.
  • Working with Police and Fire Departments to plan approaches on reducing criminal behavior in parks, coordinating rescues/emergency situations.
  • Work with media, individual residents, and community groups on matters of civic and park recreational interest.

IDEAL CANDIDATE


The ideal candidate will have knowledge and understanding of the Phoenix City Code, the Parks and Recreation Department Code of Conduct, PHXCARES, Community Resources, and Patrol Procedures.

SALARY


$52,645.00 - $80,101.00 annually. Candidates may be hired up to $80,101.00 depending upon qualifications.

Shift Differential: Salaried (exempt) Supervisory/Professional employees shall receive a night shift differential premium of $60 per week when their regular work schedule includes a minimum of 3 scheduled night shifts a week.

MINIMUM QUALIFICATIONS

  • Three years of supervisory experience in park enforcement.
  • OR three years of full-time professional Park Ranger experience or recreation in one or more areas of specialization.
  • Bachelor's degree in a related field.
  • Other combinations of experience and education which meet the minimum qualifications may be substituted.
  • Requires the ability to work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays.
  • Position requires participation in an after-hours/weekend on-call rotation schedule.

  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Proficiency in applications including WebEx, MS Teams, Word, Excel, Access, and other databases.
  • Experience in:
    • Managing a natural resource and/ or urban park environment.
    • Supervising staff responsible for enforcing city codes and testifying in a court of law.
    • Park management at a supervisory level.
    • Construction project management.
    • Budget and finance.
