Under the general direction of the Turnaround Manager, the Turnaround Planner , plans, budgets, prepares, organizes, coordinates turnaround planning and execution activities to sustain the refinery's production needs. All work is done in accordance with safety and environmental regulations, company policies, and budgetary constraints.

Responsibilities May Include:
Demonstrates personal commitment to HSE excellence.

Responsible for complying with P66 policies and procedures, established standards, and agency/governmental regulations.

Assures HSE & QA/QC requirements are considered and integrated into the planning and scheduling of every job.

Responsible for developing detailed work scopes and planning packages incorporating HSE, inspection, engineering, operation, and other functional groups. Job step work plans to estimate duration, resources, crafts, logic for TA scope. Develop detailed execution and staffing plans,

Ability to utilize TA schedule to develop and validate critical path schedule.

Generate execution budgets for assigned turnarounds.

Materials: Identify and order all materials including bulks and long lead materials. Work with Purchasing to obtain quotes for materials and shop service.

Logistics: Plan and identify turnaround logistics need, manage in-house and rental equipment

Managing the safe, on schedule and on budget execution of turnarounds by ensuring adherence to the overall turnaround plan and to all applicable policies and procedures. Ensuring that every incident or adverse trend is promptly investigated, and corrective action is implemented, and provides updates to management throughout the project.

Ability to manage multiple turnarounds in various stages

Support in developing budgetary scopes, schedules, and cost estimates for the refinery Long Range Plan.

Maintaining status of assigned projects in the corporate Milestone Tracker database. Assisting Superintendent with updates to the Turnaround Department and Maintenance and Reliability Scorecards.

Utilizing the Los Angeles Refinery Turnaround Manual, the corporate Turnaround Network Best Practices, Primavera planning and scheduling software, and other tools and standards as appropriate to carry out assigned responsibilities.

Ability to facilitate turnaround planning and execution meetings with various refinery functional groups

Basic/Required Qualificaitons:
Legally authorized to work in the job posting country

Valid drivers license

High school diploma or GED equivalent

1 or more years of experience in refinery maintenance, planning, or project engineering/management

Intermediate computer skills including Microsoft Office

Preferred Qualifications:
Bachelor’s degree in Chemical, Mechanical, Civil Engineering or Construction Management

3 or more years of Turnaround planning and execution experience

2 or more years of experience with SAP & Primavera P6

Communicate effectively, both verbally and in writing, with the Maintenance, Operations, and Technical Services departments, along with a wide range of personnel from various departments and divisions

Administrative skills necessary to manage projects – planning, scheduling, cost estimating and tracking

Accepts ownership and is accountable for the assigned projects

Dependable, follows through on promises and commitments

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California. The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products. The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units. The refinery processes mainly heavy, high-sulfur crude oil. It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach. The refinery produces a high percentage of transportation fuels. The refinery produces CARB-grade gasoline. Other products include petroleum coke. Refined products are distributed to California, Nevada and Arizona by pipeline and truck.

Compensation

The base pay range for this role is $112,500.00 - $147,000.00 per yeardepending on a candidate's relevant work experience and education.
