The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic, progressive candidate with a focus on delivering customer service with innovative ideas and solutions for the position of Transportation Engineering Manager I.
The Transportation Engineering Manager I is responsible for planning, evaluating, and implementing construction programs for all new MVA owned facilities. The position includes the preparation of engineering designs and plans, Request for Proposals (RFP), specifications development, and estimating project costs, construction costs, and construction cost analysis, code compliance and facility forecasting. This position evaluates selection and supervision of professional consultants and contractors.
This position provides supervision for change orders and payment approvals, progress documentation, and project completion certification. This position plans, schedules, and coordinates the project strategy and design, reporting progress and budget matters. This position manages the construction process, supervises all activity on-site, and responds to delays. This position collaborates with specialists such as architects, engineers, and local government officials, complying with legal requirements and safety codes. This position reviews contract bids, construction schedules and meets regularly with MVA clients, third parties, and other managers to report on progress and ensure the delivery of high-quality work within contract timescales.
The incumbent will report directly to the Director of Facilities Management. The current vacancy is located in Glen Burnie, Maryland (Anne Arundel County).
Responsibilities Include:
- Monitoring quality and timelines of work performed by consultants and contractors, ensuring work conforms to contract requirements, technical specifications, and safety standards
- Scheduling and monitoring a variety of capital construction projects as they relate to budgetary compliance, documentation, and completion of work within approved time cost and technical objectives
- Establishing construction related guidelines for review and approval of contractor's submittals, estimates, reports, and recommendations
- Administering and approving progress payments as submitted by contractors
- Assisting consultant architects and engineers, ensuring desired operational and design standards and in construction reviews
- Providing progress reports for the Executive Management team and technical assistance to other MDOT agencies
- Participating and assisting Director with technical aspects, if needed, during Board of Public Works (BPW) hearings
- Devising plans, evaluating and reviewing design concepts, schematics, and final documentation submitted by the consultant architects and engineers, accepting, modifying, or rejecting them
- Creating management processes, procedures, and standards for the preparation and approval of engineering designs plans, spec, and cost estimates geared to the system preservation of all MVA facilities
- Reviewing changes to final plans during construction and advising on specific problems encountered during construction
- Evaluating and preparing feasibility studies for potential site locations for MVA facilities and recommended site selection
- Planning, organizing and supervising the work of assigned subordinate staff such as Project Managers and Inspectors
- Assisting in preparing and reviewing Requests for Proposals (RFP), Invitation for Bids (IFB), and On-Call Contracts (IDIQ) for A&E construction services
- Evaluating consultant RFIs, ASIs, and PCO's during construction phases
- Devising plans to ensure project management personnel receive identified training courses, cross training activities, and certifications as applicable
Minimum Qualifications:
Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Seven (7) years of experience in professional engineering. *Three (3) years of the required experience must include experience planning, organizing, and supervising the work of assigned subordinate staff such as Project Managers and Inspectors.

No substitutions are allowed for a Selective Qualification.
The ideal candidate will have a Project Management Professional (PMP) certification, Certified Construction Manager (CCM) certification, and/or Safety Certifications.
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a Master's Degree in engineering may be substituted for one (1) year of the non-supervisory experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
