MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and three (3) years of experience in computer systems analysis and/or computer programming; or

A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and two (2) years of experience as described above; or

A master's degree from an accredited college or university in one of the computer sciences or in management information systems and one (1) year of experience as described above; or

A doctorate from an accredited college or university in one of the computer sciences or in management information systems; or

Four years of experience as described above and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.

Experience as described above can substitute on a year-for-year basis for the required college education.

Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.


Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

Incumbent must pass a pulmonary function test with medical evaluation, must undergo and pass regular respirator fit-testing, and must wear a respirator when required.

Will be subject to the requirements of the proper use of appropriate respirator.

This is an in-person position.

Occasional travel required.

JOB DUTIES:

Analyze, design, develop and coordinate applications in a data base environment for the Bureau of Diagnostic Laboratory and the Division of Animal Industry. This includes the analysis of new development and maintenance projects. Design relational databases including tables, queries, reports, and menu interfaces using Oracle, SQL, Microsoft PowerApps or similar software products. Interview application stakeholders to ensure proper design and ease of use. Assist user groups in developing system specifications and requirements. Develop detailed systems design, testing, implementation, documentation, and tracking plan using the Department's Information System Development Methodology (ISDM). Support the Laboratory Information Management System (LMS).

Assist the division with the support of information technology projects such as designing and developing applications and modification enhancements. Interface with the Laboratory staff, Division Information Officer's staff and the department's distributed systems support group to ensure the application development plan is consistent with the department's objectives and is compatible with existing applications and security requirements.

Perform hardware/software installation and troubleshooting for the Division of Animal Industry. Assist users with hardware and software problems. Utilize diagnostic tools and troubleshooting techniques to solve hardware, software and communications problems. Image new computers using the methods put in place by the Agency.

Perform database administration functions within the Division of Animal Industry. This includes database maintenance, granting access privileges, optimizing performance, and assuring data integrity.

Follow established programming standards, Standard Operating Procedures, and policies as applicable to the tasks performed. Develop guidelines and Standard Operating Procedures for computer software, hardware, security, and network utilization for the Division of Animal Industry. Write and/or maintain up-to-date documentation for software applications including program listings and operational procedures. Prepare instruction manuals.

Attend technical training classes to enhance and increase knowledge and skills of job responsibilities. Represent the Division at various meetings. Assist in formulating policies and procedures for Information Systems Standard Operating Procedures.

Perform other related duties as assigned. Conducts in person work at the Live Oak Laboratory, District 4 Bartow Office, District 5 Arcadia Office and District 6 Okeechobee office when necessary to assist the with deploying, maintaining, fixing and troubleshooting of the division’s information technology.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles, practices and techniques of computer application development and technology.
  • Knowledge of project control and techniques.
  • Knowledge of the concepts and theories of data processing and data communications.
  • Skill with Oracle, SQL or similar relational database products.
  • Skill with Microsoft Excel, Word, Outlook.
  • Skill in developing applications systems.
  • Skill with troubleshooting and maintaining computer-related hardware and peripheral devices.
