Supervisory Audiologist - Naval Medical Center San Diego (NMCSD)


Downtown San Diego is located on San Diego Bay. Balboa Park encompasses several mesas and canyons to the northeast, surrounded by older, dense urban communities including Hillcrest and North Park. Responsibilities:
A. Leadership and Administrative Duties:

The incumbent executes the full range of administrative and personnel management responsibilities within the Audiology Division which encompasses greater than 25% of workload. In carrying out these duties and responsibilities the incumbent:

Directs and administers daily planning and coordination of subordinates, assigning and reviewing work of staff daily, weekly, or monthly as indicated. Assigns work to subordinates based on priorities, selective consideration of difficulty, requirements of assignments and capabilities of employee. Responsible for quality and productivity of work performed by the Audiology Division.

Develops and establishes performance standards and ratings, work plans, competencies, position descriptions and redescriptions for subordinate personnel. Responsible for approving annual, sick and emergency leave requests; interviews candidates for positions; recommends appointments, promotions or reassignments for positions in the Audiology Division.

Develops, executes, and coordinates the opening of clinic schedules for 8 audiologists, 2 audiology technicians, and 4 hospital corpsmen. Maintains productivity expectations defined by the Department Head and maintains an available patient care schedule at least 6 weeks in advance by projecting absences from the clinic to ensure little or no disruption of patient care.

Directs and manages the Division of Audiology; including setting priorities and delegating tasks, meeting multiple deadlines, analyzing complex organizational problems in order to develop and implement effective solutions.

Reviews, revises and develops policies and procedures for the Audiology Division and maintains a manual of Standard Operating Procedures. Develops training goals, revises and updates as needed; plans and implements an annual calendar of staff in-services and training responsibilities. Plans and conducts annual long term strategic planning within the division; implements new policies and procedures that result from the planning process. Develops and administers an overall training plan for the section.

Advises and mentors staff in all matters relating to challenging cases or questions regarding the evaluation, treatment, and rehabilitation of patients with auditory disorders including expansion of or development of new clinical programs.

Identifies and prepares Merit awards and other forms of employee recognition; provides instruction, coaching, and counseling on a regular basis. Evaluates subordinates on standard of performance and is responsible for semi-interim and annual performance reviews of subordinates.

Exhibits skill in interpersonal relationships in dealing with employees, team leaders and managers; advises, counsels, or instructs employees on both work and administrative matters. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to Department Chairman. Responsible for administrating disciplinary action to subordinates, such as warnings and reprimands.

Designs, implements and monitors program and provider quality measures; including quality assurance indicators, identifying areas for improvement, implementing quality improvement processes, and conducting measures of patient satisfaction and program outcomes. Conducts peer reviews for maintaining quality of service delivery and to identify areas needing improvement. Responsible for the development and coordination of the Division's annual performance improvement plan.

Develops, implements, monitors continuous performance plans for the Audiology Newborn Hearing Screening, Cochlear Implant, Vestibular, Ototoxic Monitoring, and Tinnitus programs. Completes Audiology Division statistical workload reports for division's specialty programs.

Serves as the Director of the Navy's Audiology Residency Program West Coast. Oversees the training and education of fourth year audiology residents at NMCSD and ensures students have the opportunity to meet clinical competencies for licensure and certification. The incumbent is responsible for mentoring and precepting audiology doctoral students, physicians, health technicians, and corpsmen in the principles of auditory and vestibular disorders, and aural rehabilitation treatment plans.

Responsible for staffing multidisciplinary clinics and interdisciplinary rehabilitation teams including craniofacial, TBI, and C-5 team meetings. Completes monthly Division statistical workload report and prepares for Juniper box presentation including understanding the Command's focused measures of work effectiveness.

Exhibits advanced knowledge of and ability to utilize evidence-based practices and clinical practice guidelines in multiple professional areas, and to guide the program staff in applying these tools.

Exhibits potential ability to monitor and evaluate the work of interdisciplinary teams, specialized clinical programs, or subunits; and to make adjustments in procedures or practices to accomplish program goals and to meet quality standards. Articulates and communicates goals, objectives, and focused initiatives to an inter-disciplinary team, specialized clinical program, or subunit; as well as guiding the team members on work methods, practices, and procedures.

B. Clinical Duties:

The incumbent executes and oversees the full range of diagnostic and treatment responsibilities within the Audiology Division. Greater than 40% of workload involves provision of clinical services or direct patient care. Overall is responsible for the Audiology service level within the Department of Otolaryngology as well as service level delivery for interdisciplinary programs (Newborn screening, TBL C-5, Craniofacial clinic). In addition to clinical duties described in the position descriptions for staff audiologist and Advanced Practice Audiologist, the incumbent has special clinical program responsibilities, e.g., interdisciplinary teams or highly specialized clinical programs and/ or treatments such as cochlear implant, central auditory processing, tinnitus, vestibular, ototoxic, and newborn bearing screening program. Professional responsibility includes cases that are difficult and complex both in terms of the severity of the hearing impairment and/or balance disorder and the presence of complicated physical and emotional factors that impinge upon communication and treatment process. Plans, conducts, and coordinates all clinical and administrative aspects of full range audiological services associated with the evaluation and treatment of auditory disorders, education and training of bearing Joss prevention to active duty, dependent, and retiree populations. Applies advanced theories, procedures, and evidence-based practice to special patient populations, and provides consultation in specialized areas of audiology.

Exercises independent clinical judgment and adapts clinical procedures and techniques to accommodate age-specific and unique patient conditions, needs, and expectations. Evaluates patients lo determine origin, type, and severity of hearing impairment and/or balance disorder using a full range of diagnostic tests, instrumentation, and techniques, past family and social history, record review, and consultation with family and other health care practitioners. Plans, coordinates, and implements a full range of patient-focused treatment services designed to optimize aural remediation, tinnitus treatment, and augmented communication through amplification, assistive listening devices and auditory training to assist patient and caregivers to maximize and restore to the greatest potential physical and social functioning.

Consults with physicians and other health care practitioners related lo diagnostic evaluation and treatment Collaborates with staff in the development and planning of new approaches to patient care with emphasis on the standard of care for Audiological Services.

Documents in the electronic medical record: evaluation, diagnosis and clinical impression, treatment plans, outcomes of treatment, changes in functional status, and patient-family education.

Provides information for fitness for duty evaluations for active duty members with hearing impairment that may adversely affect job performance.

Attends interdisciplinary team meetings and patient rounds; participates with other health care practitioners to address the global needs of the patient, advises on diagnosis and treatment.

Contributes to division-wide documentation of evidence-based practice and quality assurance/quality improvement through clinical measurement of patient outcomes, program outcomes, and program satisfaction.

C. Education and Mentoring Duties:

Responsible for education and mentoring of medical staff including medical residents, medical interns, physician assistants, audiology residents and third year audiology interns from local universities, health technicians, and nurses; which encompass 20% of workload.

Educates, develops and coordinates clinical training programs for Otolaryngology residents, medical students, physician assistants, audiology residents and third year audiology interns.

Provides medical staff and residents training regarding audiology scope of practice, symptoms, differential diagnosis, evaluation and treatment methods.

Develops and implements in-services on audiology subject matter and challenging case studies for residents and interns in Department of Otolaryngology and other Departments within the hospital.

Contacts and works in collaboration with GME Department in establishing MOU's with universities for providing graduate students in Audiology resident supervision.

Responsible for training and supervision of students, trainees, and fellows; providing feedback on progress toward educational goals.

Remains current with theory and new developments in audiology and maintains professional competency through professional education programs, journals, textbooks, and in-service programs and by communicating with others in the profession and related professions.

Provides orientation and training of medical staff, residents, interns, graduate students, and other health care practitioners. Assists in orientation and training of new staff in the Department Contributes to maintaining staffs’ knowledge regarding standards of practice and current clinical research specific to program by reviewing literature regularly and shares relevant knowledge with other staff members.

Generates relevant clinical questions and contributes ideas for clinical investigation pertaining to specialty programs. Collaborate and participate in conducting clinical research.
Coordinates, facilitates and participates in Department-wide clinical rounds, journal club and/or case presentations specific to specialty program.

D. Program Development and Research Duties:

Responsible for program development and research which encompasses not more than 15% of workload.

Currently involved as principal investigator and co-principal investigator in peer reviewed intramural and extramural funded research.
Directs and oversees Newborn Hearing Screening, Hearing Aid. Cochlear Implant, and Tinnitus program to meet JCAHO, Federal mandates quality assurance and continuous improvement guidelines.

Directs and oversees Navy's Audiology resident program west coast region. Responsible for coordinating schedules and insuring students have the opportunity to meet clinical competencies during resident internship for licensure and certification.

Directs, implements, and monitors the development of Audiology training manuals for Audiology and Otolaryngology residents.

Participates in departmental research projects either individually, as a team member or in collaboration with another professional. Projects may include those initiated by residents, staff physicians, and peer professionals. Incumbent may participate in the planning, initiation, analysis, interpretation and reporting of findings.

Evaluate critically the research of others in peer review or editorial settings.

Lead and motivate a research team with diverse backgrounds, research interests, and points of view, and to manage research budget.

Applies technique, concepts, and methods learned in an academic setting, journals, textbooks and other literature and in-service programs.

Qualifications:
  • Must be a US citizen
  • Degree: Doctorate Degree in Audiology (preferred) or Master's Degree
  • Experience: Have at least 3 years of professional experience as a credentialed audiologist
  • Licensure: Candidates must possess a state license in Audiology from the State Board of Medical Quality Assurance
  • Certification: Must have a Certificate of Clinical Competence in Audiology from the American Speech and Hearing Association and/or Board Certification from the American Board of Audiology
  • May have earned an academic appointment at an affiliated local university, usually at the rank of adjunct professor
