Basic Purpose

To supervise the contract administration and negotiation processes for the acquisition of services, materials and equipment in support of Navy Federal’s business objectives. To oversee the pre-award and post-award contract functions. To oversee the development of Quality Assurance (QA) plans.

Responsibilities

  • Oversee the development of Quality Assurance (QA) plans assuring quality and adherence to contract requirements
  • Participate in and contribute to the development of strategic branch plans, tactics and goals
  • Analyze work quality, work methods, processes, procedures, production standards and production statistics
  • Direct contract acquisition strategy, contract development, monitoring and issue resolution
  • Provide guidance to internal/external customers and stakeholders
  • Build and maintain relationships with team members, management, key stakeholders and/or external contacts(vendors, etc.)
  • Negotiate contract terms and conditions
  • Ensure as practicable pertinent regulatory and compliance verbiage is included within contracts
  • Oversee contract quality assurance plans, budget and cost mechanisms
  • Oversee and execute contracts for the acquisition of goods and services; ensure effort and attention to detail are commensurate with acquisition complexity, value and risk
  • Collaborate with internal partners during pre-award phase to develop an acquisition strategy with clear and measureable requirements, enforceable service levels, appropriate milestones and clearly defined acceptance criteria
  • Develop in conjunction with business unit contract administrators contract service level agreements with definitive target objectives and negative service outage impacts
  • Monitor full contract execution in post-award phase, including administration and compliance
  • Support Navy Federal business strategies through post-award functions by tracking project financing and KeyService Provider requirements
  • Collaborate with the Business Unit and Office of General Counsel to prepare Navy Federal’s position on contract disputes and recommend a decision on dispute settlements
  • Perform supervisory/managerial responsibilities
  • Ensure adequate/skilled staffing; select employees
  • Establish performance goals and priorities
  • Prepare, conduct and review performance appraisals
  • Develop, mentor and counsel staff
  • Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
  • Ensure section/branch goals and objectives align with division/department strategy
  • Ensure efficiency of operations
  • Leadership Level
  • Performs other related duties as assigned

Qualifications

  • Familiarity with guidelines published by outside regulators (NCUA, CFPB, etc.)
  • Significant experience in reviewing and negotiating major contracts in a business environment
  • Bachelor degree in Business, Information Technology, Purchasing Management or the equivalent combination of education, training and experience
  • Experience in supervising and leading professional employees
  • Extensive experience in standard purchasing and contract principles/terms/conditions, written bid/proposal preparation, and purchasing/inventory software
  • Significant experience in quality control and auditing as it pertains to contracts
  • Advanced knowledge of commercial and industrial business practices (e.g., subcontracting of raw materials or services and use of cost analysis techniques) sufficient to identify sources, analyze cost and pricing data and contract proposals in the context of developing, executing and managing balanced contracts
  • Expert skill exercising initiative and using good judgment to make sound decisions
  • Effective word processing and spreadsheet software skills
  • Advanced verbal and written communication skills
  • Advanced knowledge of cost containment strategies in the area of procurement
  • Ability to work independently and in a team environment
  • Advanced research, analytical, and problem solving skills
  • Effective skill interacting tactfully and effectively in difficult situations
  • Advanced organizational, planning and time management skills
  • Desired – Working knowledge of Navy Federal products, services, programs, policies and procedures
  • Desired – Working knowledge of Navy Federal's Information Technology infrastructure
  • Desired – Completion of the American Graduate University class on Source Selection & Contract Award or Next Level Purchasing class on Professional Purchasing Project Management
  • Desired – Certification by the National Contract Management Association, Institute for Supply Management, or other nationally accredited source

Hours: Monday - Friday, 8:00AM - 4:30PM

Navy Federal is now hybrid! Our standard enterprise requirement for a hybrid schedule is to report on-site 4-16 days each month. The number of days reporting on-site will ultimately be determined by the employee's leadership and business unit needs. You will learn more throughout the hiring and on boarding process.

Salary Range: $120,300.00 - $168,400.00 annually

Navy Federal Credit Union assesses market data to establish salary ranges that enable us to remain competitive. You are paid within the salary range, based on your experience, location and market position.
