BA-ZAI is seeking qualified candidates to fill a Supervisor position on our contract with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) at the National Services Center (NSC) in Martinsburg, WV. The qualified candidate will be responsible for managing a team of employees in the Firearms and Explosives Services Division (FESD), which promotes ATF's mission of preventing terrorism, reducing violent crime, and protecting the public by administering the statutory requirements for licensing, permitting, and tax and fee collection codified in the Gun Control Act, Safe Explosives Act, and Arms Export Control Act.

The Supervisor is an exempt position, which both requires and allows some flexibility in work hours; the primary responsibility will be on a core schedule, to be agreed upon with BA-ZAI management, between the hours of 6:00AM and 4:30PM, Monday-Friday. The starting rate for this position is $26.00/hour.

Position Overview

ATF is a unique law enforcement agency in the United States Department of Justice that protects our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. We collaborate with communities, industries, law enforcement, and public safety agencies to safeguard the public we serve through information sharing, training, research and use of technology.

The Supervisor is the frontline level management position, reporting to a Task Manager. The Supervisor is expected to lead a group of team members to consistently accomplish specific contractual performance measures and production goals. Skills utilized by supervisors include the ability to communicate effectively; the ability to motivate and encourage; the ability to collect and analyze data; the ability to solve problems proactively; and the ability to mentor and train employees to improve performance.

This is an EXEMPT position and therefore does not have a corresponding SCA Directory of Occupation description.

Position Description

Below are some examples of duties supporting the task:

  • Supervisors should make dedicated efforts to learn all the work performed by the team members and should be involved in answering questions, training, writing procedures, and reviewing the work performed by the team
  • Supervisors are responsible for collecting data and analyzing information to decide corrective actions or adjustments to improve work-related performance or processes, and for producing reports to communicate and support those decisions
  • Supervisors are responsible for the daily monitoring of the team’s assignments and tasks, ensuring that employees are engaged and active in accomplishing predetermined activities designed to meet performance standards
  • Supervisors should effectively delegate work to team members and to leads (if available) but must not ignore key responsibility assigned to the supervisor position
  • Supervisors’ duties include monitoring, assisting, reviewing, correcting and performing all support tasks for each employee to ensure correct time reporting, quality reporting, and production reporting are performed timely and accurately
  • Supervisors are responsible for employee performance and must discover deficiencies and create individual plans for correcting employee deficiencies via performance improvement plans or by taking progressive disciplinary action to correct behavioral issues
  • Supervisors must keep daily attendance logs and must recognize and escalate to HR employees that have abused attendance expectations
  • Supervisors are the key catalyst for creating a motivating environment free from distractions, harassment, or any other such activity that distracts team members from accomplishing their daily goals
  • Supervisors should be conversant with all company policies and procedures and should be able to answer basic questions to assist team members as needed and should be able to work with HR to ensure employee issues and concerns are resolved quickly
  • Supervisors are the key to communicating company policy, goals, changes, and other general announcements to each team member using email, team meetings, or one-on-one conversations
  • Supervisors must be effective communicators, keeping both team members and management informed
  • Supervisors will be involved with the hiring process to fill approved open positions and therefore must be able to identify skills and proficiencies needed to perform the team tasks and create targeted questions to assess applicants
  • Supervisors may be requested by management to complete additional duties

Position Requirements

Internal applicants must submit an approved Eligibility Statement (meeting current Performance Standards including Production and Accuracy goals, attendance, and behaviors).

To be considered, the applicant should have:

· Ability to collect, analyze and present data used to manage, improve and meet all performance related expectations

· Effective communication skills, both written and verbal

· Ability to mentor, motivate, encourage, train and improve employee performance

· Ability to identify potential problems and/or issues and proactively resolve or make recommendations to resolve

· Proficiency with Microsoft Office Suite; experience with Microsoft Power BI is a plus

· Ability to work under strict time constraints, changing tasks quickly as needs arise

· Ability to perform routine and repetitive motion using fingers, hands, wrists and arms

· Ability to occasionally lift up to 40 pounds

Education & Specialized Experience

· College degree, or high school diploma or GED plus 4 years of relevant management/leadership experience, preferred

· Minimum of 5 years of experience with a track record of increasing responsibility, preferred (ATF project-specific experience a plus)

· Knowledge of firearm and federal license regulations preferred

· Experience with client interaction

· Strong data entry experience, preferred
