JOB DESCRIPTION
Your Role
The Office of the CIO team responsible for managing the business of IT in support of Blue Shield’s Chief Information Officer. The Strategic Planning and Performance Principal will report to the Senior Director. In this role you will oversee the financial management of the IT budget, annual and quarterly planning process and be instrumental in both the tactics and strategic financial oversight of all aspects of IT.
Your Work
In this role, you will:
- Be responsible for planning and implementation of complex programs spanning across business areas which include encompass multiple projects, initiatives, and where analysis requires evaluation of intangible variance factors
- Ensure strategic direction of program is in line and designs strategies for alignment with goals and objectives within the funding envelope
- Be responsible for facilitating annual strategic planning process and have exquisite stakeholder management experience at all levels of the organization
- Work in conjunction with financial partner’s complete business planning and forecasting
- Manage budget planning as part of the annual budget cycle. Provides budgeting support and coordination with Finance
- Provide human resource capacity and development support and coordination with Human Resources Track progress against goals including metrics and performance tracking

- Responsible for management and oversight of a $400M budget in coordination with finance to assist the CIO and IT VPs in strategic financial decisions, trade offs, value dials, risk and opportunity. Partners with IT finance and the business to ensure sound management of priority and RUN spend.
- Ensures strict finance accountability and oversight to ensure IT is on track every month in spends, OpEx and CapEx mix, administrative savings, headcount cap and labor funding as well as outsource mix.
- Problems and issues faced are numerous, and typically undefined where information is difficult to obtain. Conducts extensive investigation, critical thinking to understand root cause of problems.
QUALIFICATIONS
Your Knowledge and Experience
- Requires a bachelor’s degree or equivalent experience
- Requires at least 10 years of prior relevant experience
- Experience managing a $400M budget
- Experience communicating and influencing executive leadership
- Ability to effectively manage matrix report structure with IT business operations, finance partners and HR business partners
- Experience in flexing seamlessly between tactical and strategic work, ability to hand multiple urgent items at one time with grace and professionalism
- IT, Lean Portfolio Management, Finance experience a plus
Pay Range:
The pay range for this role is: $ 145200.00 to $ 217800.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
