Summary

Under the direction of the Executive Director, the Staff Attorney serves as legal counsel for the Summit County Land Bank (SCLB) providing legal advice and support to management and staff related to the SCLB’s role in the reclamation, rehabilitation, and reutilization, of abandoned, vacant, and blighted, property in Summit County.

Essential Duties & Responsibilities

This position is responsible for providing day-to-day legal advice and support to the Executive Director, management, and staff, and for developing, implementing, managing, and supervising all aspects of assigned legal responsibilities. Responsibilities of this position may include, but are not limited to:


Contracts & Contracts Management, Policies & Procedures, Program Guidelines

  • Draft, review, edit, negotiate, and monitor various contracts and agreements
  • Maintain, organize and further develop contract management software system
  • Draft, review, edit and maintain formal policies and procedures, program guidelines, applications, forms, files, manuals and other program-related documents
  • Draft, review, and edit board resolutions, motions, and other board-related materials

Compliance, Audit & Risk Management

  • Audit programs and financial systems to ensure compliance with policies, procedures, program guidelines and other control measures and to prepare for internal and external audit reviews
  • Collect, review and analyze data and create reports for management and staff
  • Draft, review, edit, and propose changes to policies, procedures, program guidelines and other control measures
  • Serve as organizational lead for internal and external audit reviews and ensure timely compliance
  • Conduct risk assessments to identify and address potentials risks; recommend and implement risk management solutions and control measures
  • Maintain knowledge of existing and developing laws, rules, regulations, and court cases related to SCLB operations

Records Management & Retention

  • Oversee records management and retention efforts, ensuring organizational compliance with records retention requirements
  • Respond to public records requests

Real Estate Transactions

  • Oversee all aspects of property acquisition and disposition, including the preparation of various contracts and agreements, case filings, deeds, and closing documents

Human Resources

  • Assist Executive Director with human resource and conflict of interest matters

Legal Representation

  • Represent the SCLB on all legal matters
  • Serve as liaison with, and oversee work assigned to, outside counsel
  • Draft various legal memoranda, correspondence, notices, reports and other documents

Special Projects

  • Assist with day-to-day operations and ongoing projects, including the acquisition, maintenance, rehabilitation, demolition, construction, development, and disposition of properties and the strategic allocation of resources in accordance with the SCLB mission
  • Serve as project manager for key special projects, as assigned from time to time

The Staff Attorney may be required to represent the SCLB in the community and regularly interacts with local, state, federal, nonprofit and private stakeholders and the public, and will be required to perform any, and all, other duties or functions that may be necessary and in the best interests of the efficient operations of the SCLB.


Education and/or Experience

Juris Doctorate from an American Bar Association accredited law school required. Applicant must be a licensed to practice law in the State of Ohio and be a member, in good standing, of the Ohio State Bar Association. Minimum of 3 to 5 years’ experience as a practicing lawyer with experience in contracts, real estate/property law, community and economic development, government, public or nonprofit administration, or other related field, preferred. Supervisory or management experience in a public or non-profit organization a plus.

Travel

The successful candidate for this position must be able to travel to attend conferences, trainings, meetings, and other events, as required, to acquire and maintain proficiency in fulfilling the responsibilities of the position. Some evenings and weekend work may be required.

This position is not a “public” position and does not participate in the Ohio Public Employees Retirement System. However, the Summit County Land Bank does offer a competitive benefits package, including retirement.
