Job Description

This position will support the development of and manage the electric reliability Root Cause Analysis (RCA) program. This will require knowledge of the electric power system, the ability to perform in-depth analysis, and leading a team to improve and achieve the corporate reliability strategy. The scope will apply to the transmission system, distribution system and substation areas. In addition, this engineer will use analysis and collaboration with inter-departmental team members to effectively bring value to PSE’s customers.

Supports emergency response operations when needed.

This position will be filled at either the Senior Engineer or Engineer III level based on education and experience. If interested, please apply both requisitions # 3865 and # 3864.

Job Responsibilities

• Managing the Root Cause Analysis program as it relates to the overall Reliability Strategy.
  • Present bi-annually at the Operations Directors Meeting
  • Prepare and lead a monthly RCA meeting involving Operations leadership
  • Review outages to find “interesting, unique, and useful” outages to initiate an RCA on
  • Assign the outage to a lead investigator (typically a Planner from Reliability Planning, but this person can be from any team)
• Preparing complex analyses, developing recommendations, preparing reports and presentations, and clearly communicating technical information to both technical and non-technical audiences.
• Collaborating and coordinating with other internal groups, such as project management, engineering, operations, etc.
  • Provide guidance, coaching, and support to the lead investigator through the RCA process
  • Review the RCA and CauseLInk cause and effect chart
  • Track causes, findings, recommendations, and action items from completed RCAs.
  • Look for trends in causes and when it seems necessary seek changes (i.e. propose revising Standards, propose updating SOP, implement training or guidance to EFR, etc).
• Provide a means for the field and real time operations teams (ERF, SysOps) to provide feedback to office teams (Standards, Protection, etc) and implement change when it makes sense
• Outside the RCA process dig into outage data to look for trends and/or answer questions related to SAIDI and SAIFI
• Planning, developing and managing the RCA program budget by preparing cost estimates for evaluations, performing cost/benefit analysis, and documenting and presenting needs, benefits, and justifications.
• Developing and maintaining RCA templates and tools.
• Analyzing industry trends and best practices.
• Coordinating the work of engineering assistants, engineers or others who assist in specific assignments, which may include technical direction, leadership, training, reviewing and approving work performed.
• Supports emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
• May lead or coordinate the work of junior engineers, engineering assistants, field technicians, and others who assist on specific projects. (This includes contractor/consultants.)
• Performs other duties as assigned.

Minimum Qualifications

• Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field.
• Substantial experience in planning, design, specification preparation, technical field work, project cost estimating and scheduling (typically achieved after 8 or more years practice as a degreed engineer). Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
• Demonstrated organization, documentation, prioritization, and project management skills.
• Strong interpersonal and communication skills.

Desired Qualifications

• Experience working in the utility industry.
• Familiar with codes and equipment utilized in the design and operation of utility systems.
• Possession of a Professional Engineering license.
• Knowledge of engineering economics and utility accounting practices.
• Experience working on complex engineering projects.
