Overview:
Construction Program Representative working with the VIRGINIA Program Office located at the Newport News Shipyard in Newport News Virginia.

Responsibilities include, (A) coordinating and delivering various aspects of EB support for NNS construction activities, (B) approving critical decisions involving cost and schedule, quality and continuous improvement, (C) continuously measuring each functional area’s performance against objectives and initiating prompt corrective action (D) representing EB to NNS and the Navy (Ship’s Force/SOSNNS/PMS450) for all VCS Program issues including (E) Ship’s certification.

The candidate will assist in all aspects of the construction process from early module assembly at QP and NNS to Final Assembly and Test of VIRGINIA Class Ships in NNS. The candidate will work out in front of the production effort to address work integration, build sequence changes, material availability or the need for fixtures or special test procedures etc. to prevent impacts to the NNS construction team. Cost, schedule and attainment metrics such as IMCS Data, 3G and 7G reports are some of the essential tools that will be used to track performance. The selected candidate may also be responsible for coordinating various NNS actions in support of EB-delivered ships. This is a high visibility position to shipyard and senior leadership. Successful candidates will be expected in time, to engage with all levels management to report progress, seek assistance and manage activities. Engagement will be with Final Test and Assembly organizations including Planning, Operations, Engineering, Purchasing, Contracts, Finance, and Ship’s Force and SOSNNS.

The candidate will also be required to clear and post confined spaces as a Competent Person, for which training will be provided by EB personnel on site at NNS. The successful candidate will also actively support ships certification of both EB and NNS delivered ships.

Qualifications:
Required:
  • Bachelor’s Degree BS with 3+ years in engineering or
  • 3+ years of US Navy experience or commensurate shipyard experience
  • Experience working independently to identify problems, propose resolutions and execute the resultant project plan
  • Experience or knowledge of shipbuilding design and construction processes, procedures and tools
  • The position is required on-site at NNS

Skills:
  • Experience in shipyard management or program management tools used in construction
  • Experience with process definition and documentation
  • Experience with data analysis and presentation
  • Experience in Engineering, Shipyard Management, or Program Management
  • Experience working with NNS Program and Functional management
  • Experience with NNS business systems and tools
  • Demonstrated proven project leadership effectiveness
  • Working knowledge with the Earned Value Management System (EVMS)
  • Applicants must be well organized and have the ability to respond quickly and accurately to a wide variety of requests. Applicants must also be able to provide clear and detailed communications of issues and status to all levels of leadership within both EB and NNS
