Job description
Summary of Duties: Analyzes requests for Geographic / Geospatial Information System (GIS) products and uses and develops software programs to generate maps and reports. Meet with users and perform systems analysis in designing, programming, testing, documentation and maintenance of assigned projects and systems to provide efficient and accurate GIS services.
Essential Duties and Responsibilities:
- Lead in developing and building topology and business class rules to establish QA/QC procedures of GIS datasets and to assure data conversion accuracy and conformance to set standards.
- Assist in development, implementation, updating and adherence of geodatabase versioning policies and procedures in an enterprise environment.
- Create and maintain metadata of GIS datasets that conform to geospatial standard.
- Monitor and download monthly and quarterly updates from the various County 911 GIS departments, County Tax Appraiser files, and research and verify all geographic related data and report discrepancy results.
- Lead in updating, processing, creating, enhancing and maintaining various GIS datasets including, but not limited to, parcels, street centerlines, parks, easements, neighborhoods, aerial imagery, plat images, etc., in the correct projection and pre-defined format using GIS software.
- Update and maintain WFD public safety map book.
- Provide GIS technical support and customer support to end-users and other agencies.
- Provide Emergency Operation Center (EOC) support in times of emergency or crisis.
- Perform detailed systems analysis and design for GIS projects.
- Help to trouble-shoot and resolve GIS software issues for customers and end-users.
- Determine user needs and required program and system changes.
- Develop and maintain comprehensive forms and documentation of system procedures, protocols and policies.
- Design and develop new custom scripts, applications and programs using programming tools and enhancement of existing custom scripts and applications.
- Implement program changes in response to requests for additional system capabilities and coordinate program changes with other affected users.
- Prepare and maintain programs and controls and runs documentation according to established industry standards.
- Prepare time estimates of proposed projects.
- Provide technical expertise by maintaining a current knowledge of the GIS hardware and software environment.
- Conduct training sessions for staff and users to share knowledge.
- Provide expertise and assistance in maintaining reasonable security for the GIS, ready file access and effective database and system administration.
- Respond to questions and requests from end-users and customers regarding GIS requirements, software, data, and map products.
- Other duties as assigned.

Education: Bachelor's degree from an accredited four-year college or university in GIS, Computer Science, Engineering/Technology, Environmental Science, Geography or related field.
Experience: Minimum two (2) years' experience as a GIS Analyst or over five years up to and including seven years related experience and/or training in analyzing and programming geographic information systems; or equivalent combination of education and experience.
Computer Skills: Knowledge of ArcGIS Server and SDE, ArcGIS Desktop - ArcMap, ArcCatalog, ArcToolbox. ArcGIS Pro, ArcGIS Online, and AutoCAD software. Knowledge of Relational Database Management System, especially SQL databases.
