The Task Force for Global Health is an Emory University affiliate in Decatur, Georgia. Its eight programs focus on building durable public health systems that serve all people. Focus areas include neglected tropical diseases, vaccines, and strengthening health systems. The Task Force received the 2016 Conrad N. Hilton Humanitarian Prize–the world's largest award of its kind–in recognition of its extraordinary contributions to alleviating human suffering.
This position functions as the Senior Deputy Director of The Center for Vaccine Equity (CVE) works to ensure all people have equal access to life-saving vaccines by expanding availability, supporting vaccine impact studies, and building delivery systems that facilitate access in developing countries. CVE also serves as the secretariat for several global health partnerships that advance this mission.
JOB DESCRIPTION:
- Reporting to Center for Vaccine Equity (CVE) Director, the Sr. Deputy Director co-directs strategic planning, development, and implementation of large, complex global programs for The Task Force for Global Health.
- Performs as Acting Director during the Director's absence, authorizing decisions in areas designated by the Director. Plans, administers and monitors program budgets, manages cooperative agreements, grants and master service agreements; prepares and reviews technical and financial reports.
- Oversees the solicitation of funding from foundations, private and public sector donors.
- Leads and facilitates program life cycle management.
- Directs the development and implementation of strategic, comprehensive, integrated communications and development plans.
- Oversees all liaison activities with stakeholders.
- May manage related special projects and assignments as required.
- Provides leadership, support, and supervisory oversight to direct reports, including full-time staff, consultants, volunteers, and students.
- Collaborates with and seeks the support of representatives from other organizations.
- Establishes and administers policies and procedures.
- Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by management.
- Performs other related duties as required.
PRIMARY RESPONSIBILITIES -
LEADERSHIP:
- In collaboration with the Center for Vaccine Equity Director, manages the strategic planning process and its implementation for the CVE programs.
- Works closely with the Director to position the CVE programs to achieve their mission, establish key business partnerships and other agreements that form the foundation of the program’s viability, and assure that CVE’s programs and projects meet the needs of the public health practice community.
- Leads Center financial management with oversight of all program budgets, funding agreements, and reporting.
- Provides strategic oversight of federal cooperative agreements, CVE master service agreements, and contracts to assure donor compliance and fiscal integrity.
- Collaborates and builds strong relationships with CVE’s program staff, other TFGH program staff, and organizations such as domestic and international governmental agencies, foundations, and NGOs.
- Provides input and guidance into the staffing process; actively participates in staff recruitment, development, and retention activities.
- Participates as a member of the Task Force for Global Health Management Operations Committee (MOC).
- Performs as Acting Director during the Director’s absence, authorizing decisions in areas designated by the Director.
PROGRAM MANAGEMENT:
- Supports Center Director and Program Directors in defining individual program frameworks, evaluating programmatic strategy and opportunities, and identifying and securing resource needs.
- Leads and facilitates growth to ensure that CVE evolves and adapts its programmatic and technical capabilities in step with the evolving global health and development environment and the priority needs of CVE program-supported countries.
- Leads and facilitates program risk management.
- Assures risk assessment and mitigation through systematic financial and program oversight.
- Maintains current knowledge of compliance requirements and organizational and programmatic risk environment awareness.
- Support program leadership in assessing and managing risk.
- Acts as a focal point with donors in developing strategy, budget, and program plans for new and continuing initiatives.
- Leads grant proposals in conjunction with the CVE Director and CVE Program Directors.
- Leads and facilitates business process development to assure compatibility and alignment between donor requirements and Task Force organizational capacity.
- Leads and facilitates CVE’s operational capabilities to ensure that CVE evolves and adapts as it grows.
- Develops and manages CVE’s overall continuous quality improvement program by working closely with the Director.
- Develops and implements management processes, procedures, and systems to ensure activities operate smoothly and meet Task Force-wide requirements.
- Provides management and operations support for CVE’s staff.
- Provides leadership and strategic input on technical assistance, policy analysis, and preparing reports, agendas, and other work products.
- Represents CVE on committees and at conferences and meetings.
RESOURCE MANAGMENT:
- Provides leadership, support, and supervisory oversight to direct reports, including full-time staff, consultants, volunteers, and students, ensuring they meet their performance goals.
- Provide input and guidance in the staffing process.
- Actively participates in staff recruitment, development, and retention activities.
- Maintains a strategic and tactical view over multiple complex financial resources, staff, contractors, and materials needed to pursue CVE’s strategic priorities, mission, and objectives.
- Serves as the primary liaison with the Task Force Integrated Program Services and related management functions, including Communications, HR, IT, Accounting, Business Strategy, and Facilities.
- Manages grants and contracts with governmental agencies, foundations, partners, and clients. Negotiate, oversee, and manage large budgets within the funder’s guidelines, project goals, and objectives.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in public health, social sciences, public administration, business administration or a related field and ten years of related experience which includes at least five years at a management level, OR equivalent combination of education, experience, and training.
- Previous experience in strategic planning and implementation of global health programs and projects.
PREFERRED QUALIFICATIONS:
- Master’s degree in public health, epidemiology, or related field.
- Strong professional oral and written communication skills; and the ability to interact with both internal staff and external customers.
- Prior experience in donor and partner relations, particularly, experience working with the CDC.
- Strong interpersonal and intercultural skills.
- Previous experience working on international projects.
- Proficiency with Microsoft Office applications (Excel, Word, Outlook, PowerPoint, etc.)
NOTE: This role will be granted the opportunity to work from home regularly but must be able to commute to Emory University on a flexible weekly schedule based upon business needs. Schedule is based on agreed upon guidelines of department of work. Emory reserves the right to change remote work status with notice to employee.
