Job Overview
Reporting to the Competitive Sites Manager, this position performs highly responsible professional duties related to a proactive and holistic effort to position competitive sites within Hillsborough County. This position provides support to the manager and department leadership in program administration, client outreach, and data analysis to assist County efforts in incentivizing strategic real estate development. This position is essential in assisting the County in diversifying its economic base by attracting jobs and investment to unincorporated Hillsborough County.

Ideal Candidate
The ideal candidate will be one who can track development activity in the County through monitoring of permitting activities within County departments, and other means such as private real estate trend analysis reports and data bases and being able to transfer the results to on-line and static ESRI GIS maps and monitoring reports. Other work such as expedited permitting execution and monitoring, capital improvement plan development and execution, competitive site analysis and new site identification, redevelopment studies and plans, and redevelopment opportunities analysis and program improvements will also come into play providing for a dynamic and challenging environment requiring the ideal candidate to be able to juggle multiple priorities simultaneously and effectively.
Minimum Qualifications
- Bachelor's degree in economic development, economics, business, public administration, or a related field; and
- Three (3) years of experience in planning, development, economic development, engineering, real estate, or a related field.

Duties and Responsibilities

- Manage the process of identifying and maintaining the County's inventory of competitive sites, redevelopment sites, and other priority projects.
- Perform independent technical analysis of site potential, including planning and permitting processes associated with horizontal/vertical development, infrastructure requirements, land entitlements, etc., and coordination with other departments and consultants.
- Manage and operate ESRI GIS programs to analyze data, create and add data, and produce associated site maps.
- Provide coordination services in expediting projects through public permitting and regulatory processes.
- Develop policies and regulations that facilitate redevelopment site development through modifications to the Comp Plan/Land Development Code.
- Review requests to rezone properties and evaluate impacts to the Department's economic development policies.
- Provide recommendations on programs and policies based on analysis of data and site knowledge.
- Create high quality presentations, reports, and other materials based on continued analysis.
- Develops conceptual plans and policies for redevelopment sites, including prioritization of infrastructure.
- Provide information and assistance to County staff, business organizations, businesses, and citizens.
