What You’ll Do
The role of the Mental Health Liaison (MHL) is to collaborate with South Bend Community School Corporation (SBCSC) staff to provide consultation for the mental, emotional and behavioral health issues faced by identified students. MHLs will link identified students and their families to needed services. MHLs operate within the school environment with access to school personnel and meetings as needed to perform the functions described below. MHLs will be seen as ancillary staff within the school system. Lastly, MHLs support and work within the broader effort of school-wide systems such as MTSS (Multi-Tiered System of Supports).

The Oaklawn Mental Health Liaison Clinician will retain office space within school district at a site determined by the district. This is a full-time clinical position.

Specific Responsibilities:
Identification and Assessment
  • Attend building MTSS meetings
  • Assist in identifying students needing mental health related services beyond those available in the school setting.
  • When indicated, the licensed clinical MHL staff will consult with MTSS teams on more complex or high-risk cases.
  • Provide assistance and direction when more intensive mental health intervention is needed (i.e., risk assessment, assistance with hospitalization, etc.)
  • Develop and propose initial plan when student is identified by MTSS as needing mental health services.
Referral
  • Facilitate referral for students and families to mental health or broader community supports
  • Act as a liaison to provide coordination with system of care/community partners, physical healthcare providers, juvenile justice, child welfare, alternative schools and others as needed. Confirm the receiving provider is engaged and communicating with the school.
  • Help with linking students returning to South Bend Community School Corporation from any outside services such as intensive outpatient programs, residential placement, or juvenile justice placement.
Services
  • Provide time limited Tier 2 interventions, including individual support as well as group support for identified students on a variety of topics. Depending on the presenting need, may include such things as management of emotions, family issues, dealing with relationships, coping skill development, loss, substance abuse prevention, etc.
  • Consultation and General Education about Mental Health (on an as-needed basis)
  • Arrange for clinical consultation to schools for designated students with the option of including the licensed clinical MHL
  • Provide or arrange for training around increasing competence in school staff on social-emotional needs and interventions or mental health topics. Some possibilities may include the following trainings:
    • Evidence-based interventions for school personnel such as Youth Mental Health First Aide, ASIST, QPR
    • Relevant mental health topics: Substance use in adolescents, trauma, and trauma informed care in schools
    • Others as requested
  • Provide complete case or exceptional needs consultation and care coordination, including oversight and supervision by a psychiatrist
  • Provide general information about mental health needs/diagnoses, systems, and resources to families
Data and Record Keeping
  • Maintain and organize data related to program participation
  • Maintain other types of outcome data that would support and enhance the program
  • Make periodic reports as requested by the school
Professional Ethics and Standards
  • Make every reasonable effort to protect the welfare of the children and families who seek service by maintaining the professional and ethical standards of the field
  • Maintain, uphold, and support standards of confidentiality as directed in FERPA, HIPAA, SBCSC procedures for confidentiality and Oaklawn confidentiality policies
  • Diligently follow procedure related to 'permission for service' and 'authorizations for release or exchange of information" in all cases
Training and Supervision
  • Oaklawn MHLs will have the orientation and training expected of Oaklawn staff, including at least 5 days per year of professional development and participation in trainings that the school deems necessary to understand and function within the school culture
  • Regular supervision by a Licensed Clinical Social Worker who has experience in working with children and families
  • Oaklawn MHLs will have access to a psychiatrist/psychologist for further supervision/consultation as needed
  • Oaklawn MHLs will have access to other Oaklawn staff also contracted to school systems in the area to share methods on intervention, curricula, best practices, etc.

Position requirements
  • Masters Degree in Social Work, Marriage and Family Therapy or Clinical Mental Health Counseling with a clinical license (LCSW, LMFT, LMHC)
  • Two years clinical experience recommended
  • Bilingual a plus
  • Must have a valid driver's license and proof of insurance
