The Division of Environmental Public Health’s mission is to work to improve the health of the people in Washington State by preventing and reducing exposures to health hazards in the environment and supporting healthy places where people live, work, and play. The Office of Drinking Water’s (ODW) mission is to work with others to protect the health of the people of Washington by ensuring safe and reliable drinking water.
This senior level planning position will be tasked with the following:
- Develop guidance to allow and encourage the use of reclaimed water in communities.
- Provide analytical evaluations regarding the use of reclaimed water.
- Provide technical policy analysis on the current uses of reclaimed water in the state by identifying the drivers, barriers, and goals to its use.
- Coordinate the development of creating communication products that help communities better understand reclaimed water projects.
- Utilize appropriate policy development methods to update existing guidance that results in encouraging the use of reclaimed water by emphasizing climate resiliency, water resource impacts, and public health benefits.
- Consult with office and agency leaders and program managers on the proper steps needed to improve education and outreach, public health justification/communication.
- Update the Department of Ecology’s (Ecology) 2005 report on successful case studies that would seek to gain more widespread public acceptance and support for reclaimed water projects in our communities
The incumbent may be located anywhere in Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Tumwater, WA or Spokane Valley, WA, duty station for work activities as needed. We anticipate the incumbent will work onsite 1-2 days per month.

Required Qualifications:
A Bachelor’s degree in public health, environmental planning, public or business administration or allied field.
AND
Four (4) years of experience in one or more (1) of the following areas:
Professional management or consultative experience in an environmental health or planning program, or closely allied field.- Water, wastewater or reclaimed water system policy development and analysis.
- Coordination, or oversight of local or statewide water, wastewater or reclaimed water issues or regulations.
- Drinking water compliance, wastewater or reclaimed water discharge compliance, water quality, land use planning.
- Experience with Washington State legislative processes and analyzing legislation,
- fiscal impacts, and making recommendations for consideration by a state agency.
Preferred/Desired Qualifications:
A Master’s degree in public health, environmental planning, public or business administration or allied field.- Demonstrated success in working cooperatively and effectively with diverse stakeholders (business, citizens, local, state, and federal governments, and tribes).
- Demonstrated ability to prioritize, handle, and delegate multiple projects/issues at one time.
