Job Summary

Typical Hiring Range: $98,000 - $115,000 annually (salary to be commensurate with qualifications)

This position has in person and on call expectations with an anticipated work schedule of Monday – Friday, 7:30am – 4:00pm, subject to change. Under FLSA guidelines, this position is exempt.


Provides strategic direction and leadership for the collection, management, and utilization of public health data and data-related projects for El Paso County Public Health (EPCPH). Leads the Office of Public Health Data and Analytics and is responsible for enterprise-wide governance and utilization of data as an asset. Provides strategic direction on data utilization, analysis, presentation and sharing. Ensures EPCPH has the foundational capability to identify, plan, prioritize, and conduct analytical projects and investigations. Applies relevant analytical methods and evidence-based best practices. Conducts population-focused epidemiologic analyses or special investigative projects, prepares reports, and disseminates data. Leads agency efforts to monitor population health status and uses analysis to guide EPCPH's efforts to assess and improve community health.

Essential Duties/Responsibilities

  • Identifies, collects, stores, and evaluates data required for EPCPH's current and future business needs including: the evaluation of internal and external programs and projects and the evaluation of grant-funded pilots and projects. Oversees data collection, exploration and analysis, reporting, and presentation to support community coalitions and strategic partnerships as well as to inform current and emerging public health issues in El Paso County.
  • Leads agency data efforts related to community health, assessments, epidemiology, and related information technology to meet current and projected needs of El Paso County and EPCPH.
  • Leads and performs qualitative, quantitative, and mixed-methods research to identify demographic, geographic, cultural, and other variables associated with the incidence and prevalence of disease. Conducts advanced analysis of data to monitor population health status and its correlates to describe trends and adverse health outcomes among targeted population. Identifies local data sources to describe health issues in the community.
  • Provides leadership, mentorship, and supervision to EPCPH staff within the Office of Public Health Data and Analytics. Assigns analytical projects to staff. Participates in hiring and disciplinary process. Identifies current and future staff development needs and training opportunities. Models professionalism to agency staff.
  • In collaboration with other subject matter experts, researches evidence-based interventions in response to epidemiologic findings and defines programmatic corrective actions to alleviate adverse health effects. Proposes policies and practices that will positively impact health outcomes of targeted groups.
  • Evaluates analytic activities within the agency; develops and expands agency capabilities and provides recommendations around data-related agency needs.
  • Collaborates with Development Officer to develop and strengthen funding proposals by utilizing data to describe local health issues and develop appropriate project evaluation plans.
  • Develops strong partnerships with community organizations, research institutions, and city/county offices to understand community needs around health data, to serve as a resource and subject matter expert on local health data, and to promote EPCPH as a health data repository and a community data resource. Identifies opportunities to provide epidemiological consultation and evaluation services in accordance with agency strategic plan.
  • Creates reports, summaries, and data visualization tools for internal and external partners. Collaborates with the Office of Communication to share data via scientific presentations, media outlets, online platforms, and other venues.
  • Manages and supports the development/updating of population-based Community Health Assessments and Public Health Improvement Plans.
  • Understands the principles of data governance, research, evaluation, data sharing, and legal implications related to privacy involving these activities. Collaborates with agency legal counsel and HIPAA privacy officer to ensure appropriate agreements (i.e. data use agreements, business associate agreements, etc.) are in place and activities are in compliance with applicable laws. Establishes necessary data sharing agreements with community partners to describe local disease burden and health issues in El Paso County. Reviews and establishes data sharing agreements and data policies as necessary to ensure compliance with applicable laws.
  • Participates in agency emergency planning and response activities.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.

Qualifications

Knowledge, Skills, and Abilities:

  • Demonstrated skills in data management, analysis, and visualization.
  • Demonstrated experience in conducting public health surveillance and performing health data analysis.
  • Knowledge and skills in epidemiologic analysis relating to planning and managing epidemiologic projects; skills in collecting, analyzing, managing, and interpreting population health data; knowledge of evaluation methodologies, including quantitative and qualitative process outcome.
  • Strong mathematical, quantitative, qualitative, and critical thinking skills.
  • Ability to communicate, organize projects among a broad spectrum of personnel, and motivate personnel on those projects, frequently under deadline.
  • Ability to abide by privacy, confidentiality, and HIPAA policies of the agency. Ability to maintain the security of sensitive and confidential information.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change.
  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns. Ability to identify problems and work creatively to develop resolutions and recommend corrective actions to supervisor, considering the impact of actions on the agency.
  • Skill in writing scientific reports and data summaries. Ability to write and maintain accurate records and reports to meet management objectives.
  • Experience with presenting data to a variety of stakeholders and to large groups; skill in epidemiologic training.
  • Ability to work independently and in a team environment.
  • Ability to understand and follow company policies and procedures.
  • Maintain regular and punctual attendance.

Required Education and Experience:

  • Master's degree in epidemiology, biostatistics, health science, research, or related analytic field.
  • Minimum five years of experience leading, designing, and conducting analytical assessments.
  • Minimum two years managerial, supervisory, or other demonstrated leadership experience.
  • Previous experience working across public health disciplines in a collaborative environment.
  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Minimum five years of experience leading, designing, and conducting analytical assessments in a public health setting.
  • Project management experience.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

Pre-Employment Requirements:
