This is position is located in Bureau of Strategic Planning & Research, Richland County.
Are you the One? We are looking for a Project Manager I, who works with the various teams within the Project Management Office. Facilities the success of the DHHS's Strategic Plan and oversees priority projects, policies, and processes by providing support through the use of project management tools and methods.
- Utilizes PM Leadership knowledge, skills, and behaviors involved in the ability to guide, motivate and/or direct others in their project, policy, and process teams to achieve projected goals. Identifies and documents resource needs, skills sets, and training needs for the projects. Organizes meeting logistics such as room reservations, meeting agendas and minutes, and scheduling. Facilitates the meetings for the project to include, but not limited to, requirements gathering and design meetings, project update and/or retrospective Meetings, conflict management meetings, and project closure meetings. Develops, tracks, and disseminates project communication to the project team and/or stakeholders. Provides instruction and feedback to the project team on the project deliverables being produced. Works with stakeholders and customers to ensure customer satisfaction. Tracks and manages conflict within the project. Serves as Point of Contact for all assigned projects.
- Utilizes project management technical knowledge, skills, and behaviors related to specific domains of project, program, and portfolio management. Identifies, analyzes, and documents stakeholders involved in the projects. Defines and documents all project deliverables. Assists with and sometimes defines the project and technical approach to be utilized in the projects assigned. Documents, analyzes, tracks, updates, and manages project requirements, documentation, funding/spending, scheduling, and risks within projects. Manages and updates project plans and reports during the project lifecycle. Conducts and manages any procurements involved in the projects.
- Utilizes business and strategic management knowledge of and expertise in the industry/organization to align the team to enhance performance and better deliver business outcomes. Works with stakeholders and customers on the development of Project Charter and Feasibility Studies. Works with stakeholders to understand what is being asked and documents the outcome expectations for the project. Works with stakeholders to understand and document current capability. Analyzes and documents the difference between what is currently capable versus the desired need and benefit.
- Utilizes Organizational Change Management Knowledge of and expertise in the industry/organization to address changes impacting projects in a way that enhances schedule and resource organization. Assists and at times defines the change expected to those affected by the projects assigned. Assists stakeholders to plan for the change from the project to include, but not limited to, documenting the area changes due to the project, documenting the plans for a smooth transition to the change, and possible creating trainings and SOPs for the changes.
- Performs other duties as required.

A bachelor's degree and four (4) years of experience managing multiple project projects simultaneously that range in complexity from minimal to intricate levels.
Ability to present oral, written, and graphic reports in a clear and concise manner. Current knowledge base in project management and Agile methodologies. Proficiency in MS Project.
Preferred Certification: Certified Associate in Project Management or Project Management Professional (PMP).
