Program Manager / IT Category Management Strategic Sourcing Subject Matter Expert - FDIC (Remote)
Job description
Jefferson Solutions, a well-respected government consulting company of the Jefferson Consulting Group and women-owned small business, is looking for a Program Manager / IT Category Management Strategic Sourcing Subject Matter Expert to support FDIC. This position will be virtual.
Responsibilities:
- Demonstrated experience rationalizing and optimizing major IT contract portfolios to achieve organizational objectives.
- Demonstrated experience and familiarity with acquisition lifecycle processes, contract negotiation to achieve commercial best pricing, performing contract and pricing reviews, leading requirement gathering, familiarity with industry license frameworks, comprehensive data analysis and information security controls.
- Optimizing hardware, software, and professional service procurements to realize efficiencies and obtain the best value for the organization. Recommending and executing rationalization strategies including negotiation support and pricing analysis.
- Demonstrated experience with aligning program roadmaps, budget requests, and acquisition strategies.
- Optimize hardware and software procurements based on actual usage or approved use cases, feature requirements, environment, and licensing rules to reduce total ownership costs.
- Identify and drive the removal of legacy infrastructure and redundant technologies that reduce support and other costs.
- Provide direct support to the execution of recommended rationalization strategies including support with negotiation, achieving commercial best pricing and pricing analysis.
- Develop detailed spending profile for IT cost categories and sub-categories and identify specific cost drivers across applications, infrastructure, telecommunications and services category portfolios.
- Prioritize rationalization opportunities calling out specific cost drivers and providing specific courses of engagement in order for FDIC to apply leverage to reduce spending.
- Provide software discovery guidance and ServiceNow Software Asset Management (SAM) recommendations for non-discoverable and nonstandard software metrics.
- Perform market research to assist with requirements definition and strategic sourcing
Qualifications:
- A minimum of seven (7) years demonstrated experience as an IT Strategic Sourcing and Contract Portfolio Management SME in the Federal sector
- Bachelor's Degree
- US. Citizenship required
- Strong organizational, interpersonal, communication, writing, and analytical skills to effectively interact with program and contracting officials
- Attention to detail, high standards of excellence, and commitment to perform and execute all project activities successfully
- Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams)
