Job Duties:

The City of Virginia Beach, Department of Finance is recruiting for a Procurement Specialist I within their Purchasing division.

Specific duties will include, but are not limited to:

  • Manage a high volume, fast paced demanding procurement process for a broad array of goods and services, including complex technology software requirements, municipal automotive fleet equipment, aviation equipment, marine equipment, public safety equipment and services, equipment maintenance and repair contracts, internet based surplus equipment auctions and other highly complex technical municipal government equipment and services.
  • Accurately analyze, evaluate, and assess the variables surrounding requests for these highly sensitive and technical procurements
  • Accurately select, implement and manage the most effective and efficient procurement method
  • Independently manage the competitive solicitation process from technical development through contract award
  • Effectively instruct, train and direct all parties involved with the procurement; ensure compliance with all procurement laws, policies, and procedures
  • Accurately review and/or draft all necessary documentation
  • Clearly and concisely communicate with public, vendors, co-workers, and all levels of City personnel regarding technicalities associated with the procurement process
  • Accurately present and defend decisions associated with actions taken
  • Effectively coordinate projects to meet applicable deadlines

Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to four (4) years in fields providing the required knowledge, skills, and abilities such as government purchasing, and associated with such positions as buyer or junior buyer.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:

Demonstrate knowledge to include federal statutes, Virginia Public Procurement Ordinance, thorough knowledge of business and contract law, knowledge of financial software tools like Oracle, and experience with information systems. Knowledge of and experience with modern office system computer technologies.
Experience with procurement software as well as drafting solicitation contracts, related documents, and contract negotiations. Experience in analyzing, selecting and implementing proper procurement decisions. Experience developing specifications.
