Role and Responsibilities

The Policy and Program Advisor is a member of the Deputy Mayor’s Community Violence Intervention team and supports administration and operation of a new $10 million Community Violence Intervention (CVI) program, assisting the CVI Program Administrator. The CVI program will make grants to community-based organizations to implement violence prevention programs that reduce the number of homicides and non-fatal shootings in the City.


The Program Advisor is responsible for tracking implementation of CVI activities by grantees, providing qualitative and quantitative analysis of the program’s results, and making recommendations to the Program Administrator and Deputy Mayor on how the City can maximize the effectiveness of the CVI program. The Program Advisor will also perform light administrative duties as assigned.

Key Responsibilities:

  • Participating in regular conversations with CVI program grantees, alongside the Program Administrator
  • Tracking implementation of CVI activities by grantees and developing expertise on the status of CVI activities in the City of Detroit
  • Monitoring data on homicides and non-fatal shootings across the City and in specific geographic areas where CVI activities are underway; performing basic analysis to understand and present trends in data, in close partnership with crime data experts at the Detroit Police Department
  • Drafting written work products to provide updates on CVI activities and results; this may include presentations, memoranda, or policy briefs

Examples of Duties

  • Researching effective CVI programs in other jurisdictions and monitoring the national CVI landscape
  • Serving as a liaison with other City departments that play a role in violence prevention work to ensure activities are coordinated and complementary, including the Detroit Police Department and the Detroit Health Department
  • Serving as a liaison with other City departments that play a role in program administration, including the Office of the Chief Procurement Officer and the Office of the Chief Financial Officer
  • Assisting in the planning and overseeing of significant events, including community events or convenings of CVI grantees
  • Light administrative duties as assigned: scheduling meetings, responding to emails and calls, taking meeting notes, etc.

Minimum Qualifications

Qualifications and Education Requirements

  • Bachelors’ degree in Public Policy, Political Science, Business, Social Work, or similar field
  • 1 – 3 years of work experience working in public policy, government, social services, or non-profit sectors
  • Familiarity with public policy analysis; ability to analyze a public policy issue, research and interpret qualitative and quantitative information, apply it to draw conclusions, and clearly present proposals and rationale, including to executive leadership
  • Comfort with basic data analysis (e.g., calculating rates of change, comparing data across time periods) and interpreting findings from data
  • Exceptional written communication skills and ability to draft clear, persuasive, and professional written work products
  • Exceptional verbal communication skills; comfort communicating with a broad range of audiences
  • Excellent time management skills
  • Comfortable with all Microsoft Office 365 applications
  • Ability to multi-task
  • Strong organizational skills
