The Personnel Analyst III/Assistant Safety Officer classification is distinguished from the Personnel Analyst I/II classification series by the level of responsibility in the performance of the more complex personnel and administrative tasks and the coordination of special assignments within the department. The Personnel Analyst III/Assistant Safety Officer is responsible for assisting the implementation of the County’s safety programs and coordinating procedures, and information county-wide.
The Glenn County Personnel Department, under administrative direction of the Board of Supervisor’s is responsible for the continuing development and administration of the countywide personnel program consisting of classification, pay, employee relations, recruitment and selection, affirmative action and employee benefits.
EXAMPLES OF DUTIES
Position engages in a variety of County programs; evaluates policies, procedures, programs, organization and rules and formulates improvements; analyzes workloads and develops criteria for determining personnel needs; prepares preliminary budget expenditures; consults with Personnel Director on schedules and departmental policy; works with the staff of other divisions, departments and agencies in the development of joint procedures, program planning, and resolution of Personnel issues; initiates, develops, recommends and implements policies and procedures; ensures that federal state and local regulation and the programs and policies of the Personnel Department are effectively implemented; drafts Board Reports and Agenda Items for presentations to the Board of Supervisors; responds to complaints and requests for information on regulations, procedures, systems and precedents related to departments; makes presentations to groups of applicants, employees, and members of the public on personnel or safety matters; maintains the county-wide position allocation list (PAL) and annually aligns the PAL to the County budget; manages County health plans and employee benefit plans; enters information into the HR/Payroll systems benefit tables; plans, develops and coordinates the County’s safety programs in compliance with state and federal guidelines and regulations; performs policy research and analysis, develops occupational safety compliance procedures, and makes recommendations on a variety of program related issues and concerns; promotes preventative programs to identify and reduce risk from potential hazards in the workplace, delegating where appropriate; provides consultation, guidance, and technical assistance to departments on matters related to workplace safety, including Cal/OSHA standards; develops, implements, and maintains County-wide and specialized training programs to enhance and encourage employee awareness of occupational safety issues in the workplace and to support he County’s safety, injury prevention and wellness programs, plans and coordinates training activities, schedules classes, participates in the development of courses, handbooks, manuals, course outlines and other informational/educational materials.

EXPERIENCE AND TRAINING
PERSONNEL ANALYST III/Assistant Safety Officer—Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
EXPERIENCE: Five years of increasingly responsible clerical experience in a personnel office or the equivalent experience performing clerical, personnel and/or payroll activities with related duties in safety and departmental administrative operations.
TRAINING: Equivalent to the completion of the twelfth grade supplemented by specialized human resources/personnel training or business course work from an accredited college, university or recognized technical training institution.

ANNUAL LEAVE – SALARIED (FLSA EXEMPT REGULAR EMPLOYEES): 80 hours Annual Leave credited each January 1, pro rata share if hired after January 1 for that year.
CREDIT UNION: Low interest loans and systematic savings through payroll deduction.
DEFERRED COMPENSATION: A tax deferred long-term savings plan is available to all employees.
DIRECT DEPOSIT: The County pays its employees Bi-Weekly through Direct Deposit to any financial institution that is a member of the Federal Reserve Automated Clearing House.
HOLIDAYS: 13 paid holidays per year or 5% Holiday Pay.
HEALTH, DENTAL, VISION AND LIFE INSURANCE: The County makes available to employees and their dependents a health, dental and a vision program. The County pays the premium for a group term life insurance policy. Glenn County participates in the California State Disability program.
SICK LEAVE: 12 days per year; unlimited maximum accrual.
RETIREMENT: Regular full-time and part-time employees participate in the Public Employee's Retirement System and Social Security. Effective January 1, 2013 Local Miscellaneous Benefit Formula: Classic Member 2.5% @ age 55, New Member 2% @ age 62. Safety Benefit Formula: Classic Member 3% @ age 55, New member 2.7% @ age 57.
VACATION: 0-2 Full years, 11 days: 3-12 full years, 16 days: 13-20 full years, 21 days: after 20 full years, 26 days.
LONGEVITY: 10+ Full years; 5%, 15+ full years; 6%, 20+ full years; 7%, 25+ full years; 8%, 30+ full years; 9%.
