The Department of Corrections is seeking a highly qualified individual to fill the role of an Organizational Change Manager within the Reentry Division. The OCM is a project position with an anticipated duration of 12 months. This position is based out of DOC HQ in Tumwater, WA and is eligible to telework but will require travel and frequent in-person meetings. Candidates interested in applying should be within commuting distance to Tumwater.

The Organizational Change Manager for the Scorecard Project (OCM) leads and manages activities related to projects within the Reentry Division. This position is accountable for providing reliable and professionally sound guidance, consultation, and advice at a high level of expertise. This position will create and implement change management strategies and plans that maximize stakeholder adoption and usage while minimizing resistance. Through the implementation and sustainment of integrated outcome-based management, the incumbent will work with the project teams and organizational leaders to insure adoption, utilization and proficiency of the changes that impact employees in the organization to further DOC strategic goals and objectives.

Duties

Develop comprehensive organizational change management plans to ensure statewide initiatives and projects achieve successful implementation and meet objectives timely by increasing employee awareness, engagement, and knowledge.

  • Develop change management strategies and detailed change management plans for assigned projects.
  • Work with a formal project team in an effort to align and integrate the change management plan and deliverables into an overall project plan.
  • Continually assess progression of change readiness by stakeholder groups and refine or supplement the change management plans as required.
  • Conduct ongoing risk/impact assessments and provide support throughout the project to determine potential challenges/barriers and identify corresponding risk mitigation strategies.
  • Coordinate change management activities at implementation to ensure that all planned activities are carried out smoothly.
  • Work closely with the role responsible for benefits realization management to monitor adoption and conduct investigations into unsatisfactory outcomes.
Provide regular mentoring and development of other change management professionals, leaders, and employees.
  • Prepare the project change management team, including leadership, for their roles in execution of the change management plans.
  • Coach leaders across the organization and build consistent change leadership capability and capacity at all levels.
  • Develop and lead activities in the DOC open system interconnection (OSI) Community of Practice.
  • Contribute to the sustainment and delivery of the Facilitator course for DOC Results and outcome-based management.
Develop and present progress reports and implementation plans with supporting metrics to Business Leads, Steering Committees, Executive Sponsors, Executive Leadership, and key external stakeholders.
  • Developing communications for internal and external stakeholders.
  • Collaborate with the Strategy branch of OSI and create communication content capturing relevant information to end users in a clear and concise manner.
  • Develop quarterly storyboards for OSI led projects that weave the agency priorities into a holistic message.
Provide expert knowledge, consultation, leadership and strategic planning direction to operational leaders for the administration, delivery and evaluation of training related to the Scorecard Project.
  • Plan, organize, administer, evaluate, and manage the delivery of training.
  • Forecasts, schedules and provides training sessions so that staff are compliant with training.
  • Use data and research to drive decisions and management for areas of responsibility.
  • Recruit, identify, schedule, and support qualified instructors to facilitate training.
  • Ensure training resource needs are met (manuals, supplies, and training equipment).
  • Collaborate with key stakeholders to roll out training schedule and ensure completion.

Qualifications

Required:


  • Bachelor's degree in public administration, business administration, social science or closely allied field from an accredited institution recognized by the U.S. Department of Education or the county of Higher Education Accreditation.
AND
  • Two (2) years managing complex change initiatives, including advanced level Change Management facilitation experience with increasingly responsible experience.
OR
  • Associate's degree in public administration, business administration, social science or closely allied field from an accredited institution recognized by the U.S. Department of Education or the county of Higher Education Accreditation.
AND
  • Four (4) years managing complex change initiatives, including advanced level Change Management facilitation experience with increasingly responsible experience.
In addition to the above, this position requires the following skills and abilities:
  • Ability to work effectively and efficiently toward goals in a complex, dynamic and diverse environment with multiple changing demands.
  • Excellent communication skills, ability to work effectively with both employees and managers. Able to convey a positive and professional image to employees and external contacts.
  • Ability to develop and maintain business relationships with internal and external stakeholders. Strong public speaking skills and the ability to effectively and professionally present in front of large audiences. Strong influence, change management and relationship building skills.
  • Ability to use technology and computer systems to improve accuracy and quality of project management work.
  • Ability to coach and mentor others. Skilled in staff development, conflict resolution and team building. Ability to work in a fast-paced and changing environment
Preferred Qualifications:
  • Project management and/or change management certification.
  • Degree in Visual Communications, Communications or Marketing or relevant experience in mentioned fields.
  • Experience involving conducting/facilitating training for adults.
