To perform a variety of duties in the operation and optimization of the City’s data centers, virtualization, network storage and network equipment. Configures and maintains network backups and perform data restores upon request. Assists City employees with technical needs through the help desk system.


Essential Job Duties

Responsibilities dependent upon assignment.
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.


  • Implement, operate and maintain all aspects of city’s virtualization infrastructure, including servers, desktops, applications, network storage and connectivity with core network switches.
  • Assist with project management, systems analysts and security manager to develop scalable, maintainable, consistent, highly available virtualization and storage architectures to meet the needs of the City departments.
  • Assist the Infrastructure and Security Manager in maintaining and troubleshooting the City’s business network and SCADA network.
  • Configure, administer and maintain network backup systems and provide timely and complete data restores upon request.
  • Assist in performing Cisco network infrastructure installation, configuration and administration.
  • Assist in designing, maintaining and deploying disaster recovery strategies and technologies.
  • Perform capacity planning analysis and other needs assessments in support of virtualization and storage architecture strategy.
  • Provide complex user support through the help desk application.
  • Assist City personnel in the selection, purchase and implementation of network hardware and software.
  • Assists in the preparation of system, program, security and user policies and procedures.
  • Perform a variety of functions in support of SCADA application, servers, control monitoring hardware, fiber and wireless connectivity; coordinate training and develop SCADA procedures, coordinate SCADA support services with third-party consultants.
  • Perform implementation, configuration, troubleshooting, support and administration for the Automated Water Meter Reading (AMR) System; coordinate AMR crew activities and collaborate with Customer Service Division for accurate and timely utility billing services.

Fiscal Responsibilities:
Incumbent has fiscal responsibilities related to virtualization, network, storage and backup for capital lifecycle and budgetary requirements.

Supervisory Relationships:
Works under broad supervision of the Infrastructure and Security Manager within the scope of general policies, procedures and objectives and is carried out in accordance with standard practices, instructions or previous training.

JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Practices, methods, tools, materials and equipment of information technology.
  • In-depth understanding of server virtualization technology.
  • In-depth understanding of storage architecture design techniques, theories, principles, and practices.
  • Advanced knowledge of Windows Server Active Directory, System Center Configuration Manager and Cisco networking technologies.
  • Knowledge of VLAN configuration and administration.
  • Principles and procedures user and security administration, backup software and network monitoring tools.
  • Principles and practices of system documentation.
  • Software tools including word processors, spread sheets, and database programs.
  • Characteristics of Windows networks, including administration and protocols.
  • Principles and practices of technical analysis and documentation.
  • Procedures, policies and operations within area of assignment.
  • City employee handbook policies and procedures.

Skill in:
  • Analyzing, designing, programming, installing configure and upgrade a variety of computer systems and programs.
  • Operating, troubleshooting and training others in computer hardware and software programs utilized by the Department.
  • Overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
  • Communicating clearly and concisely in verbal and written form.
  • Ability to present ideas in user-friendly language.
  • Performing system, network and database administration duties.
  • Analyze data and develop logical solutions to complex computer application and programming problems.
  • Installing network cabling and other components associated with networking technologies.

Ability to:
  • Read, understand and interpret documents such as safety rules, operation and maintenance instructions, complex technical publications, procedure manuals, etc.
  • Interpret data and develop logical solutions to complex computer hardware and software application problems.
  • Manage technical projects related to the City’s public safety systems, voice communications, enterprise applications and utility systems.
  • Understand and follow oral and written instructions.
  • Analyze, design, program, install, configure and upgrade a variety of computer systems and programs.
  • Practice IT asset management, including maintenance of component inventory, documentation and technical specifications.
  • Prepare analytical and statistical reports on operations and activities.
  • Troubleshoot and resolve hardware and software problems.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain after hours on-call support phone on rotating basis.
  • Work the allocated hours of the position.

CONDITIONS OF EMPLOYMENT: All positions require satisfactory completion of a fingerprint background investigation to include local, state and federal criminal history. This requirement is based on the need for access to law enforcement facilities, records, and communications systems. Personnel will be held to a strict standard of legal responsibility and accountability in order to maintain state and federal certifications needed to perform job responsibilities.
Work Environment:
Work is performed in a typical indoor office setting. The work is mostly sedentary with periods of mobility and light physical activity.

Physical and Mental Requirements/Activities:
  • This work requires the occasional lifting of up to 10 pounds and the occasional exertion of up to 50 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
  • Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Maintain mental capacity which allows the capability of making sound decisions and following directions.

Minimum Qualifications

Minimum Education and Certification: Bachelor’s degree or equivalent from an accredited college or university with coursework in management information systems, computer science or a related field. Cisco CCNA required or ability to obtain certification within six (6) months of start date. Requires a comprehensive background investigation to include a local, state, and federal criminal history check and sex offender registry.

Minimum Experience: Four (4) years of increasingly responsible experience in Cisco networking, network storage, virtualization technologies, system center configuration manager, and windows server active director. Or a combination of education, training and experience which provides the required knowledge, skills and abilities to perform the position duties and responsibilities.
