Purpose
Serve in a leadership role in the development of Phase 1 Engineering and design services to clients. Coordinate with engineers, project managers, clients, and other disciplines to deliver successful and timely projects with a commitment to improving communities through multimodal transportation, making it easier, safer, more efficient, and attractive to walk, bike, and use transit and emerging mobility options. Projects involve elements such as Complete Streets design, Vision Zero, First/Last mile connections to transit, Transportation Demand Management, transit service planning, parking studies, pedestrian and bicycle facilities for all ages, environmental sustainability, landscape architecture, and community planning.
Key Responsibilities
Leadership and Direction
- Perform work under very limited supervision requiring the need to exercise independent judgement and discretion on a frequent basis.
- Position will include direct supervisory responsibility of staff to include hiring decisions, direction and delegation of work assignments, performance and evaluation, training and development, employee relations and disciplinary issues, compensation, and termination decisions. Supervise the work of all project personnel to ensure that it meets the highest professional standards.
- Provide mentorship through counsel, guidance, and knowledge to junior staff as a key component to the development of future Project and Senior Project Managers.
- Work closely with the Branch Manager and other senior leadership to supervise, train/develop, and manage engineering team and recruit talent for all phases of engineering.
- Lead engineering and production team through the planning and design of transportation engineering projects and participate in planning engineering quality control.
- Manage daily plan production of team, schedule, budget, quality control/assurance, collections, and opportunities.
At the Operational and Company Level
- Coordinate with diverse stakeholder groups to achieve transportation infrastructure goals, and meet client needs and project requirements.
- Supervise and monitor client relationship strategies, acting as primary client contact on assigned projects and maintaining client satisfaction.
- Represent firm in coordination with federal and state agencies, legislators, municipal officials, public and business interests, environmental and planning advocacy organizations, and trucking and freight industry representatives.
- Effectively execute project contracts and assign necessary staff.
- Develop processes and provide input on achieving company and office operational excellence while growing region.
- Market the firm’s capabilities to establish new clients and enhance relationships.

- Interact with clients, attend project meetings, and assist in the preparation of new contract proposals and change orders.
- Lead and manage current project teams from bid until completion, while looking to obtain future business and performing own project duties.
- Review project changes, pending or anticipated alterations to contracts, additional work requests, and all other factors, which may significantly affect staffing requirements or budget.
- Prepare proposals and lead business development activities.
- Perform project development for complex projects, including finalizing scope of projects, preparing project budgets and cost estimates.
- Maintain healthy client relationships and ensure client satisfaction and use solid operational insight for driving projects and executing deliverables.

Education, Work Experience, Licensure/Certifications, and Technical Requirements
- Bachelor’s degree in Planning, Architecture, Urban Design, Landscape Architecture or related discipline from an accredited four-year college or university required.
- Master’s Degree in City/Urban/Regional/Community Planning, Urban Design, Architectural Design, Landscape Architecture, or related discipline from an accredited college or university preferred.
- Minimum eight (8) years of professional experience in transportation or community planning, to include project management experience.
- Experience working with municipalities, DOT, MPOs/RPOs, County Planning agencies, transit authorities, and transportation funding programs required.
- Familiarity with the regulatory policies of the National Environmental Policy Act (NEPA) project review processes and related federal and state environmental regulations and permitting processes.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Understanding of software applications in GIS, SketchUp, Photoshop, Illustrator, InDesign, AutoCAD, and other digital design tools.
Physical Demands and Working Environment
- Primarily indoor professional office environment which may include bright/dim light, noise, fumes, odors, and traffic.
- Mobility around an office environment.
- Frequent and prolonged use of standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
- Occasional outdoor work environment which may include adverse weather conditions, varying temperatures, excessive noise, and/or potential hazards.
- Mobility around a job/construction site to include walking, bending, crawling, climbing, squatting, or kneeling and wearing of required Personal Protective Equipment (PPE).
- Primarily local travel during the business day, although some out-of-the-area and overnight travel may be required according to the needs of the business.
