POSITION SUMMARY
Lead IT Project Manager performs professional duties related to managing large size information technology related projects. Leads new initiatives within the IT project management group as well as the IT organization. Builds understanding of the organization and business partners to forecast partners’ IT needs. Defines and manages project from analysis through successful delivery, ensuring adherence to budget, schedule, and scope of the project. Works closely with business partners to collect and document requirements. Works with IT, business management, and vendors to build a project team. Builds and maintains project plan. Establishes communication plans, change management plans, and training plans. Projects may be complex in nature, cross organizations, and may span multiple years and include multiple related sub-projects. Mentors, coaches, and leads other IT project managers and other resources.
DUTIES AND RESPONSIBILITIES
- Take on highly technical, specialized, and complex projects. Apply acquired knowledge in IT procedures and practices to analyze and recommend solutions to the assigned projects.
- Lead new initiatives within the IT project management group as well as the IT organization.
- Build understanding of the organization and business partners to be able to forecast partners’ IT needs. Recommend projects to partners, define the projects, and manage them from analysis through successful delivery, ensuring adherence to budget, schedule and scope of the project.
- Use their acquired project management experience to coach other PMs and apprentices in industry proven IT project management fundamentals.
- Identify and lead process improvements across IT and other organizations and be responsible for successful delivery.
- Manage multiple related projects across multiple organizations. Some of the projects may be considered sub-projects and may be managed by other project managers under the supervision of the lead project manager.
- Manage large projects with high complexity, scope, and budget. Examples:
a. Complexity: a multiple number of Vendor interfaces, multiple systems required to be integrated, multiple stakeholders across the organization, external organizations and vendors.
b. Scope: any size of project team members spanning IT, internal and external resources, and vendor resources. Coordinate with multiple vendors. Manage projects that may span over several months and years.
c. Budget: about $50K to $5M - Coordinate with stakeholders and IT managers to form committees and task forces. Lead regular meetings with the identified committees and task forces, drive and document committee’s decisions.
- Serves as main client interface on assigned technology projects which are large in size, and require limited sta? and resources; reviews recommendations with clients and receives approval to proceed; coordinates project activities with vendors and internal technology sta?; maintains e?ective communications with users regarding vendor activities, problems, status, timelines and other details; ensures compliance with County speci?cations and drives resolution of project related issues; monitors project budget and scope to ensure they remain within agreed upon parameters; reviews ?nal outcomes with clients to obtain sign o? that all work has been conducted in accordance with client requirements.
- Reaches out to business partners, build relationships with them, understand their IT Business needs, and articulate the needs to the IT management. Turn the collected information into well-defined projects to fulfill the business partners’ IT needs.
- Be a liaison to our business partners, participate in partner’s activities and strategic planning as needed or requested to forecast and prepare for their future IT needs.
- Hold working meeting with business partners to analyze project related business requirements and recommend technology solutions; identify and map business processes; gather user requirements.
- Work with stakeholders and Subject matter experts (SME) to design appropriate solutions. Work with Security team to ensure security is designed into solutions.
- Coordinates design, development, and implementation of processes with IT and vendor resources such as programmers, network analysts, database administrators, and server administrators among others to implement projects.
- Work with IT and business management as well as vendors to build the project team.
- Identify, plan, and monitor project scope, goals, needs, and budget.
- Build and maintain Work Breakdown Structure (WBS).
- Effectively communicate project status throughout the project lifecycle.
- Maintain good documentation of the different phases of the PLC; i.e. requirements, decisions, changes, processes, transition plan, maintenance plan, and end-of-life, etc.
- Work with stakeholders to define, communicate, and implement change management process for each project.
- Deliver completed top-quality results and successful projects on scope, time, and budget.
- Perform other job-related duties as required or assigned.

- Requires a Bachelor’s Degree in Computer Science, Information Systems, or related ?eld, and four (4) years of work experience performing development and analysis in a comparable complex information systems environment. Any equivalent combination related to education and/or experience totaling eight (8) years may be considered for the above requirements.
ADDITIONAL REQUIREMENTS
- Employee must successfully complete the post-o?er employment medical examination and background investigation.
- Employee must comply with the safety guidelines of the County.
- Employee must complete required FEMA training(s) as assigned to position.
- Employee must have a valid New Mexico driver’s license by employment date and maintain a valid NM driver’s license while employed in this position.
- Occasional evening, holiday and/or weekend work may be required.
WORKING CONDITIONS
- Work is typically performed in an indoor o?ce environment, but occasionally requires travel to other locations.
- Work environments may include noise, dust and/or unpleasant odors, and may occasionally require work in con?ned spaces.
