This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for implementing, guiding, assessing, monitoring and auditing the application of measures that mitigate cyber-vulnerabilities and protect the loss of confidentiality, integrity, and availability to assigned MDA systems and information. You will also advise the Information Systems Security Manager (ISSM) and other key stakeholders concerning emerging Cybersecurity technologies, risks, threats, vulnerabilities and mitigation strategies.
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a IT Specialist (Security) at the NH-2210-3 broadband level some of your typical work assignments may include:
- Assist the ISSM in managing cybersecurity program and personnel within assigned portfolio.
- Implement Risk Management Framework (RMF) and develop all necessary artifacts (System Categorization Identification Protocol, System Security Plan (SSP), Plan of Action & Milestone (POA&M) and Cyber scorecard) on key components of the Missile Defense System (MDS) weapon system and associated Test networks within the Agency element.
- Ensure the Cybersecurity, Resiliency, Survivability, Confidentiality, Integrity, and Availability (CIA) of systems, networks and data IAW DoD Instructions 8500.01 and 8510.01 and other applicable OMB, DoD, CNSS, NIST and Agency publications.
- Advise the Program Manager and key stakeholders as required on emerging Cybersecurity (CS) risk posture and status and emerging technology (e.g., Cloud, Virtualization, DevSecOps) as well as changes to the Risk Management program requirements.
- Assists with Local Control Center (LCC/Tier III) activities and collaborate with the MDA (Tier II) CyberSecurity Service Provider (CSSP) to monitor systems for threats and vulnerabilities.
- Monitor the Cyber Tasking Order (CTO) program and coordinate with system and network administrators on CTO requirements and reporting to include incident response with MDA Computer Emergency Response Team (CERT) and Defense Counterintelligence and Security Agency (DCSA), armed services, and Federally Funded Research and Development Center (FFRDC) remote sites.

- This is an Acquisition position coded Level II in Information Technology. Career field certification must be achieved within 24 months of Entrance on Duty.
- Must complete 80 continuous learning points every two years.
- This is an Information Assurance Workforce/Cybersecurity position coded Level II in the Management Category (IAM). Must have at the time of permanent appointment or achieve within 6 months of EOD the appropriate baseline certification.
- Must be able to obtain/maintain a Top Secret/Sensitive Compartmented Investigation (TS/SCI) clearance.
Qualifications
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
- Experience in Risk Management Framework (RMF), Computer Network Defense (CND) and cyber assessment/inspection of geographically distributed complex network systems.
- Analyzing systems to determine vulnerabilities, conduct risk and vulnerability assessments of Information Technology systems/supply chain and recommend mitigation or remediation of the risks.
- Develop and enforce enterprise cybersecurity policy and guidance on the implementation and appropriate use of security technologies (encryption, authentication, security controls) for existing and emerging technologies (e.g., cloud, virtualization, devsecops).

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. All individuals must have IT related experience that demonstrates each of these four competencies:
1) Attention to Detail - Ensuring technical accuracy of Risk Management products and services to assigned program element. To include, but not limited to: cyber-compliance artifacts, development of local policies, plans and procedures, verification of system account requests and pre-requisite criteria, acting as an cybersecurity advisor to the program, monitoring and tracking of IAVMs and CTOs.
2) Customer Service - Support ISSM in overall management of Cybersecurity program through an understanding of assigned element's mission requirements, system functionality, network architectures and ability to prescribe, assess, monitor and audit commensurate cyber-protections.
3) Communication - Developing and presenting technical information to senior leadership and non-technical personnel in order to achieve understanding of desired specification or solutions to problems. This includes the ability to advise the program of the AO's cybersecurity standards and expectations as well as the ability to convey the program's mission requirements and understanding of each information system to the AO.
4) Problem Solving - Ability to diagnosis root causes of non-compliance and cyber-vulnerabilities and develop/recommend solutions or mitigations.
