The
Multnomah County District Attorney's (MCDA) Office
is currently accepting applications for an IT Manager 2 position.
The Multnomah County District Attorney's Office is responsible for prosecuting offenders accused of committing state and municipal law violations within Multnomah County. The District Attorney's Office is committed to the open and balanced administration of justice; one that honors and respects diversity in all its forms. The MCDA IT unit provides support to over 230 MCDA employees.
As the IT Manager of the District Attorney's Office, you will be responsible for the day to day operations of the IT department and supervise a team of six staff members. You will collaborate with senior management to set strategic directions/goals of the District Attorney's Office IT Unit. This position will develop procedures to implement new and/or changing regulatory system requirements and will serve as a member of the executive management team and the MCDA Policy committee. In addition, this position is the primary contact and lead as a project manager of new software and network initiatives and will work with County IT departments.
This role is responsible for working with MCDA Finance to populate Questica for annual budgeting for IT, as well as helping to keep the county’s Tririga system up to date with workstation and staffing moves, approve IT invoices in Workday, MMP, the County purchasing department with regards to Microsoft’s Volume Licensing Service Center, and all Telecom requests.
The essential functions of this position includes but is not limited to the following:
  • Overseeing the daily operations of the MCDA IT Unit.
  • Performing the duties of the MCDA LASO (Local Agency Security Officer).
  • Responsible for the oversight of timely internal help desk responses for end users.
  • Direct supervision of IT staff (on-site and remote) in a union environment; Recruitment, hiring and selection process; Conduct performance evaluations and support with training and career development opportunities.
  • Possessing admin level of experience working to secure IT systems in a CJIS or other high-security environment at all levels including: desktop, laptop, server, network, wireless, cell phone, virtual server, cloud resources, BYOD, interagency interfaces and interfaces, 3rd party vendor, and others).
  • Possessing admin level of experience working with a wide variety of Microsoft products including: Windows Desktop, Windows Server OSs, Exchange 2013, MS Domain controllers, MS Office Desktop Suite, SCCM, Active Directory, GPO, Print Server, File Server, Remote Desktop Server, SQL Server, SSRS, Azure, Microsoft Gov Cloud, MS Volume Licensing Service Center, and others.
  • Possessing admin level of experience working with Google Workspace Enterprise Plus, a variety of commonly used desktop applications, and a number of criminal justice applications.
  • Working collaboratively with MCDA staff, Multnomah County IT, and IT Vendors to develop and implement strategic plans, technical directions, and allocation of software resources to best meet operational goals.
  • Responsible for the development, implementation, and oversight of IT Disaster Recovery Plans at all levels for a variety of IT systems, many in conjunction with Multnomah County IT.
  • Analyzing business needs & implementing operational or strategic policies and directives.
  • Lead the MCDA IT department in the Restorative Practice Protocol including reviewing the protocol with direct reports so that everyone understands it, participating in microaggression training in small groups by unit, and acting as an MCDA IT mandatory reporter with regards to observed microaggressions, discrimination & harassment involving MCDA staff inside and outside of the workplace.
  • Establishing and maintaining culturally effective working relationships with individuals from various groups and backgrounds, which include employees, team members, county partners and external vendors.
  • Maintaining timely approvals in multiple online process workflows including: IT department purchasing, department wide Telecom requests, Annual IT inventory and system audits, annual support contracts; as well as IT department time off requests, timecards, and staff performance reviews.
  • Representing MCDA IT in a number of committees including: MCDA Policy Manual committee, MCDA Safety committee, The Multnomah County MCJRP/DSSJ committees, and the MCDA Process Improvement Committee.
This position is located at the downtown Multnomah County Central Courthouse. The work schedule is typically Monday through Friday from 8:00 am to 5:00 pm but negotiable including options for a hybrid telework schedule.

Required Minimum Qualifications / *Transferable Skills
  • Bachelor's degree from an accredited college or university with course work in information technology or a related field.
  • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
  • Minimum of three years of relevant IT experience in a management or lead role capacity which would demonstrate the ability to do the job.
  • Demonstrate experience in managing an information technology function for all or most departments, divisions, and programs.
  • Experience leading the overall program’s IT efforts with strong attention to innovation, strategy, implementation, and delegation.
Preferred Special Qualifications/Transferable Skills:
  • Have practical experience of having been a project manager for large and complex projects.
  • Knowledge and/or experience working with criminal justice applications as well as all IT systems listed in the essential duties section of this job posting.
  • Knowledge and experience working with or administrating a wide variety of IT systems and applications including: Box.com, DUO, Clearswift email gateway, Apple Business Manager, JAMF mobile device manager, Zoom, TeamViewer, Webex, ePolicy Orchestrator (McAfee), Streamline NX (Ricoh copier management), Oracle, Alfresco, Kofax, Crystal Enterprise 10s, Paperstream Pro, Adobe admin console, CIS CSAT Pro, Commvault, iMazing, Splunk, Veeam, Wordfence, and others.
  • Knowledge and experience working with, administrating, and securing a public facing WordPress website in a Linux environment.
  • Experience development, implementation, and overseeing IT Disaster Recovery Plans at all levels for a variety of IT systems.
  • Experience implementing and reporting using the CIS Critical Security Controls Version 8
  • Knowledge and understanding of supervising in a Union environment.
  • Experience working in the public sector.
