To provide design, development, testing, and implementation and of computer applications for the operations of the HR shared services team. To provide technical and customer support for the Human Resources department by collecting, processing and compiling quantified data, and responding to customers’ needs. To review and analyze applying principles and practices relating to the delivery of Human Resources customer service and general functions. This position acts as a liaison to PASSHE HR Connect Shared Services.
- Knowledge of the component parts of a PC and their associated functionality.
- Knowledge of peripheral hardware devices such as printers, modems, and scanners, and their associated functionality.
- Knowledge of the concepts of networking.
- Knowledge of the process of installing and configuring PCs and peripheral hardware.
- Knowledge of the process of installing and configuring software on PCs.
- Knowledge of system fundamentals.
- Knowledge of desktop computer operating systems.
- Knowledge of the use and functionality of industry standard software application programs such as word processing, spreadsheet, e-mail, and database.
- Knowledge of the use and interpretation of diagnostic utility programs used in troubleshooting problems.
- Knowledge of PC troubleshooting techniques in a network environment.
- Ability to read and interpret technical computer manuals, procedures, and specifications.
- Ability to communicate effectively orally.
- Ability to communicate effectively in writing.
- Ability to establish and maintain effective working relationships.
- Provide day to day technical assistance and support through HR technology solutions to employees using a wide variety of information technology software, electronic forms, and all associated system interfaces. Acts as the liaison between Shared Services HR Connect and local HR. Responds to inquiries through the HR Connect ticketing system. Maintains electronic personnel files.
- Develop HR training materials to support employees, provide updates to them, and assures that updates are communicated.
- Assist the HR Department with HR technology projects and implementation of software solutions.
- Maintain HR knowledge base repository in the system.
- Create and maintain all documentation necessary to support and enhance the HR Connect portal.
- Proofread materials to ensure information is grammatically correct, complete, consistent, and adheres to department and university standards.
- Investigate errors and troubleshoot problems using the required resources including web reference sites, online documentation and printed materials.
- Develop queries. Collect, edit, analyze, tabulate and tracks information/documentation as required by the HR office.
- Evaluates, designs, programs, maintains, and implements computer applications required in the completion of various HR projects and time sensitive initiatives.
- Develops and maintains Human Resources Internet and Intranet sites.
- Analyzes, develops, and maintains databases using software for human resource applications.
- Assist in the maintenance of systems for the transfer of human resources data between the enterprise system(s) and HR Connect system(s).
- Assists and trains personnel in the use of software applications and determining data requirements for specific human resource functions. Provides technical support, answers questions, and solves problems.
- Coordinate the activities of vendors in designing, specifying and installing HR Connect solutions and support systems.
- Researches and makes recommendations for viable HR solutions with consideration to budget, implementation timelines and feasibility.
- Develops queries based upon information needs both internal and external to HR. Provides analytical data to the AVP of Human Resources and other department members.
- Researches and makes recommendations for process improvement to HR functions.
- Responds to HR Connect tickets and makes routine implementation decisions; escalates problematic circumstances to Assistant Director.
- May act as a lead worker for other staff. Supervises and assigns work to student workers.
OR
Two years of experience providing information technology support services involving hardware and software installation, operation, and maintenance;
OR
An equivalent combination of experience and training.
- A minimum of two years’ experience working with Human Resource information and technology systems.
- Knowledge of human resource functions.
- A working knowledge of computing systems, specifically human resource applications.
- Good organizational skills.
- Knowledge of mathematical methods and ability to perform complex mathematical and logical problem solving.
- Ability to establish and maintain effective working relationships with all constituencies.
- Oral and written communication skills necessary to assure timely dissemination of information.
- Knowledge of Microsoft Office Suite and web page design and development.
Finalists must communicate well and successfully complete an interview process.
- Employment is conditional, pending successful completion of the background clearances mandated by Act 153 of 2014 and Board of Governors Policy 2014-01-A: Protection of Minors. In order to qualify for a provisional appointment, the Applicant Acknowledgement Consent Form, Provisional Hire Form, Pennsylvania State Police and Justifacts portion of the clearance process must be successfully completed prior to your start date. The remaining PA Child Abuse History Clearance and FBI Clearance must be successfully completed and returned as soon as possible within the first 90 days of employment.
In accordance with Act 153 of 2014 (HB 435), appointment is contingent upon completion of a satisfactory background investigation which includes, but is not limited to, Act 34, Pennsylvania Criminal Record Clearance; Act 151, Child Abuse Clearance; and Act 114, Federal Bureau of Investigations (FBI) Criminal Background Checks.
Appointment is provisional provided the “Arrest/Conviction Report and Certification Form” and verification of your three background checks are returned to the Human Resource office prior to your hire date.
