- Serve as a focal point and/or liaison on personnel issues. Work with installation personnel, contractors, managers, and supervisors, to advise and support all aspects of human resource strategies, as well as, in the implementation of those strategies through human resource activities such as recruiting, hiring, training, and rewarding personnel
- Extend job offers, establish reporting dates, and coordinate with all responsible personnel to ensure preemployment requirements are met in a timely manner
- Ensure that personnel actions are appropriately input into automated programs for the Request for Personnel Action Tracker, Priority Placement Program, and other programs as necessary
- Advise supervisors and managers on civilian personnel issues involving organizations that have a wide range of professional, scientific, administrative, and highly technical positions, some with high grades and technical positions in rapidly changing fields
- Respond to inquiries and furnish accurate information concerning a variety of programs and employment entitlements such as military spouse preference, military buyback, disability leave entitlements, real estate claims, new hire benefits, career programs, etc.
- Use word processing software to create, copy, edit, store, retrieve, and print forms, memos, and letters; use existing database or spreadsheet software to create, enter, revise, sort or calculate, and retrieve data for reports; and uses graphic software to provide graphs and charts for reports and presentation
- Input contractor data into Trusted Agency Sponsorship System (TASS) to complete Common Access Card (CAC) applications. As TASS Trusted Agent (TA), responsible for ensuring all security requirements are met before proceeding with application completion. May serve as a Trusted Agent Security Manager (TASM) overseeing other TAs and fielding a variety of questions from contractor HRs concerning new hire CAC applications

- Subject to Temporary Duty Assignment (TDY): approximately 15 days per year
- MAY require occasional overtime
- This position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time.
- Amount of telework time and telework schedule will be at the discretion of the Selecting Official and implemented after entrance on duty.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01 or equivalent to the next lower grade GS-04 in the Federal Service. Specialized experiences is the ability to interpret/implement Department of Defense and Federal policies and guidance; ability to use multiple office automation software programs such as word processing, spreadsheets, and a multitude of databases to effectively input personnel data, extract reports, monitor and track personnel actions, ensure forms for civilian pay actions are submitted for in processing and out-processing employees and comparable actions to produce a wide range of documents; ability to organize work and establish priorities to manage time effectively; strong research/problem solving and analytical abilities.

EDUCATION: Enrollment in a 4-year course of study leading to a bachelor's degree
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Knowledge, Skills, and Abilities:
1. Knowledge of an extensive body of civilian Human Resources (HR) rules, procedures, operations, and various data systems sufficient to advise management on a variety of issues, interpret regulations and union contracts
2. Knowledge of data systems to effectively input personnel data, extract reports, monitor and track requests for personnel actions in Air Force (AF) data systems, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions
3. Knowledge of Department of Defense (DoD), Office of Personnel Management (OPM) and Department of Air Force (DAF) management and organization principles, concepts, methodologies, policies, guidance, and directives
4. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations
5. Skill in conducting interviews with employees, supervisors, and management officials at installation and MAJCOM, to obtain information about organizational missions, functions, and work procedures
6. Ability in gathering, assembling, and analyzing facts and drawing conclusions; devising solutions to problems; identifying changes and trends and preparing and presenting briefings and reports
Additional information
