We are seeking an experienced and highly motivated individual to join our team as a Human Resources (HR) Business Partner. Under the direction of the Division Senior HR Business Partner, the HR Manager is responsible for supervising the Divisional HR staff and overseeing the day-to-day functions and activities of Employee Relations (ER), Talent Acquisition, HR Operations and Classification and Compensation.

- Oversee day-to-day operational activities including ER, Talent Acquisition, HR Operations, Classification and Compensation, recruitment strategies, Human Resources Information System (HRIS) data integrity, performance evaluations, personnel actions, clearance card policies and ongoing training at all levels. Supervise and conduct scheduled meetings with direct reports.
- Oversee LEAN initiatives and strategic planning documentation.
- Develop standard work documents and management tools in accordance with current state standards.
- Ensure compliance with Federal and State statutes relating to the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Office of Economic Opportunity (OEO), Equal Employment Opportunity Commission (EEOC) and Worker's Compensation. Work closely with the Attorney General's Office, Risk Management and Division and Central HR on complex issues of a confidential nature.
- Conduct workshops and coaching sessions for management, supervisors and employees regarding HR related policies/procedures, including general personnel processing, HR standard work, OEO and ER. Serve as the backup to the Division Senior HR Business Partner.
- Arizona Revised Statutes (ARS).
- Talent Acquisition; Employee Relations; HR Operations.
- Arizona Department of Administration (ADOA) rules, policies and procedures.
- DES policies, procedures and guidelines relating to HR.
- Performance evaluation/appraisal system.
- DES mission, values and organizational structure.
- EEOC and OEO processes, procedures and guidelines.
- ER investigation and interviewing techniques and practices; FMLA, ADA, FLSA and other related laws.

- Seven or more years of experience in a relevant area with increased responsibility over time, requiring at least two years of specialized experience in the applicable area of assignment.
- Bachelor's degree in a relevant field may substitute for two years of specialized experience.
- Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
- Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
- This position will require a current valid Arizona Drive License. Travel will be required for State business. Employees who drive on State business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
