Duties

As a HR SPEC (HRD), GS-0201-12, you will perform the following duties:

HUMAN RESOURCES DEVELOPMENT- Undertakes studies to determine immediate and long-range training needs of employees engaged in complex work at serviced facilities. Provides HRD management advisory services to top management of the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Evaluates the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities. Provides career counseling to employees to assist them in identifying realistic career objectives and in obtaining required skills through training initiatives. Provides consulting services relative to issues identified by serviced managers such as addressing new technologies, obsolete workforce skills, and the challenges of organizations in transition. Develops, implements, and monitors utilization of resources. Coordinates with various activities on resource management requirements necessary to meet organizational training needs. Ensures facilities are available, open and ready, and ensures training materials and equipment are available. Maintains student training enrollment and completion records. Analyzes training course cost and develops training program budget. Collects and analyzes training data and reports the statistical results to the activities' leadership/managers. Compiles results of student surveys to evaluate course effectiveness. Reviews and analyzes training data to provide an overall status of the training development workload and identify future issues that might impact the ability to meet the mission.

HUMAN RESOURCES MANAGEMENT - As a senior HR Specialist working in a HRO, exercises an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems which range from recurring through complex and unprecedented. Utilizes a wide range of HR practices, laws, regulations, policies, and precedents sufficient to provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices. Uses detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions; uses non-standard operating practices or highly modified HR work procedures for delivering effective HR services to Army and Air National Guard customers; and provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of HRO findings and recommendations.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE : Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have specialized experiences in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. Experienced in managing human resources development programs, education, voluntary education, advanced academic education, promotion testing, and libraries. Experienced on mentorship activities. Skilled and experienced in assessing program status; and, advising senior leaders or commanders, at all levels, on the labor relations environment. Experienced in career counseling, performance evaluations, conducting educational and skill development personnel course programs, and, experienced in identifying concerns; assessing culture and environmental concerns; and, executing problem solving techniques and applications. Experienced in formulating personnel plans and programs; developing and implementing policies; and, executing procedures with follow-on evaluations and reassessments. Experienced in developing, controlling, programming and allocating manpower resources, budgeting, and execution procedures. Experienced in the allocation of civilian resources through execution and management of the applicable manpower documents and higher headquarters' manpower directives and requirements. Competent in processing organization change actions to activate, inactivate, redesignate, or reorganize structures. Experienced in conducting performance management and productivity programs; assessing and documenting organizational performance; and, advising on process improvement options, best practices, and how to recognize optimal performance. Skilled in maintaining sound appropriated and non-appropriated financial and corporate standards within established internal management controls.

AND

Must meet the non-supervisory GS-0201-12 qualifications, PLUS have 12 months of career broadening human resources program experiences in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources (military or civilian) program tasks. Experienced in conducting employee performance evaluations and mentoring employees; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.
