In carrying out our mission, FCS stewardship and responsibilities include but are not limited to oversight of planning, designing, constructing, and maintaining university buildings, grounds, utility infrastructure, and energy and sustainability efforts for the physical campus in Ithaca, New York, and oversight of commuter, fleet, parking services, and campus mail.

The Opportunity


As the HR Generalist joining our FCS HR team, you will:

  • Responsibly and independently provide customer support and human resource services on a wide range of HR processes, policies, procedures and activities for staff in the Division. FCS comprises over 1,000 employees, with non-union staff and employees represented by five different unions, as well as 7 trades within the Building and Trades Council.
  • Proactively foster relationships and partner with managers, staff, and union leadership on various aspects of human resources management, including recruitment and selection, retention and engagement, employee and labor relations, position review and classification, compensation analysis, policy and union contract interpretation and application, leaves administration, business reporting/analysis, and training development.
  • Serve as the primary point of contact for employees, managers, and union representatives regarding Collective Bargaining Agreements, particularly navigating the complexities of our UAW, BTC and IUOE agreements.
  • Deliver a range of consultative and functional support to FCS staff and managers while ensuring compliance with federal, state, and local laws, as well as University and division-wide policies and procedures and various Collective Bargaining Agreements.
  • Effectively interact in a professional manner with a diverse population (directors, managers, staff, union leaders, etc.) who have a variety of needs.
  • Work collaboratively with other FCS HR professionals to ensure high-level efficiencies and smooth workflow.
  • Deliver training on various HR topics depending upon business needs.
  • Participate in continuous learning and specialized training in key human resources functional areas to enhance professional knowledge and skill.
  • Contribute to the development of a high-functioning work group that fosters a positive, engaged work environment. This includes providing observations and recommendations to assist in decision- making, demonstrating sound judgment, creativity, maintaining confidentiality and managing multiple competing or changing priorities.
  • Identify and implement activities that will assist in creating an environment of inclusion, respect, and trust.
  • Proactively look for areas to implement process improvements.
  • Suggest new innovative solutions that streamline processes to be more efficient and effective. This includes making recommendations on our recruitment and hiring process, onboarding and off-boarding process, etc.

This is a hybrid position, Monday through Friday, daytime business hours, with 3 days per week on campus in Ithaca, New York.


What We Need

  • Bachelor’s degree in human resources or related field with 2 years of relevant experience, or equivalent combination of education and experience.
  • Strong interpersonal and customer service skills and the ability to build trust/maintain relationships with diverse audiences at all levels of the organization. Must be able to interact diplomatically with a wide array of individuals under sometimes stressful, emotionally charged situations and possess cultural awareness.
  • Experience working in a fast-paced, high-volume HR or operations environment with ability to prioritize appropriately and adapt to change.
  • Comfortable and skilled in training and facilitating for large and small audiences.
  • Demonstrated experience as an independent thinker and self-starter. Proactive, solution-oriented approach with demonstrated sound judgement in decision making.
  • Must possess excellent written and verbal communication skills and demonstrate a positive and professional attitude.
  • Effectively contribute to the development of a highly successful, team-oriented work environment.
  • Demonstrated ability to maintain confidentiality and handle sensitive information with tact and discretion; commitment to ethical workplace practices.
  • Demonstrate Cornell’s Staff Skills for Success and FCS’s values in thought and practice.
  • Technical Experience: Demonstrated skills with understanding and navigating HR information systems. Experience with office productivity software including Microsoft Word, Excel, PowerPoint, etc.
  • Experience in and/or demonstrated commitment to supporting diversity, equity, access, inclusion, and wellbeing.
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.

  • Experience in a unionized and/or higher education environment.
  • Knowledge of Workday, Qualtrics, and Tableau.
  • SHRM Certification.

  • This position is located in Ithaca, New York. The position will allow for the flexibility to work remotely 2 days per week at a location of employee’s choosing within the United States.
