Essential Functions
Maintains caseloads by maintaining waiting lists, scheduling appointments, updating client files, making arrangements for inspections, preparing contracts for new move-ins, transfers, and re-examinations, negotiating training and service plans, collecting rent, determining the client's needs, providing advice and referrals, explaining procedures, following up on client's progress, responding to complaints, amending contract goals as needed, and acting as a mediator between all related parties.
Determines eligibility by interviewing clients, assisting clients with paperwork, reviewing and analyzing income, asset and deduction information, conducting background screening, examining reports and requesting third party verification.
Responds to telephone calls, compiles information, maintains logs and files, generates maintenance work orders, processes paperwork, prepares reports, enters information into the computer system, reviews files for accuracy, prepares correspondence, orders supplies and distributes mail.
Performs public relations duties by attending agency fairs, networking and visiting agencies to learn about new resources and acting as a liaison.
Collects donations, assists with special events, prepares marketing materials and assists Spanish speaking customers as required.
SPECIFIC DUTIES OF THIS POSITION:
- Ability to drive diesel 3/4 ton crew cab truck with 26' mobile shower trailer.
- Knowledge of hooking up and disconnecting trailer to truck (trailer braking system, lighting, and safety chains).
- Knowledge of grey water disposal.
- Daily safety checks including, but not limited to, verifying all lights are in working order, tire pressure is correct on truck and trailer, verifying vehicle has gas, calibrate electric brake for trailer, verify all stairs are secure on trailer, verify all doors are shut and locked on trailer, checking all valves are closed on trailer, checking propane tanks are off and secured, and all other equipment is secured before transport.
- Connecting hoses to water source, connection and operation of generators, and operation of shower trailer.
- Ability to load and unload shower trailer supplies.
- Inventory of supplies.
- Data collection of shower trailer participants.
- Participates in regular training related to direct service, data entry, reporting and data integrity of Homeless Management Information System (HMIS).
- Works with management and outreach staff in Housing First program.
Minimum Qualifications
Minimum Education Level & Type: High School Diploma or G.E.D
Minimum Experience Qualifications: Under 1 year of experience on assisted housing, human services, community development or property management
Special Job Requirements
- Ability to work outside in inclement weather.
- Exposure to extreme heat, cold, dampness, dust, pollen odors, fumes, etc. as navigation is conducted throughout the year and requires the ability to withstand summer heat and is a mixture of indoor and outdoor work.
- Possible exposure to blood and airborne pathogens.
- Works with City departments on coordination of Housing First program service delivery.
- Collaborates with County, State and nonprofit partners on program and service utilization.
- Requires the ability to drive City of Tucson fleet vehicle and transport participants as needed.
Preferred Qualifications
- 1 year or more of experience in direct service, case management, and navigation of homeless and housed populations, shelter operations, mobile shower, and other community-based projects.
- 6 months of experience in direct service delivery and housing first approach
- Microsoft Office Skills (Word/PowerPoint/Excel/Outlook)
- De-escalation skills
- Excellent communication skills (written, verbal and oral)
Selection Plan
Applicants who meet the minimum qualifications will be evaluated on the education and work experience in their employment profile and the responses to their supplemental questions. The highest scoring applicants will be invited to participate in Oral Board interviews.
- Oral Board interviews will be conducted in person on Wednesday, May 10, 2023
Hiring interviews may be conducted.
Upon completion of all examination processes, the highest scoring applicants will be placed on the Civil Service Employment List. An applicant's ranking on the Civil Service list will be based on their final score which will be calculated as:
- 20% of your rating for education and work experience
- 80% of your oral board interview
This recruitment will establish a civil service list that will be utilized to fill vacancies in the Housing & Community Development Department within the next 6 months.
Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Employment List. If you qualify for preference points as outlined in the Employment Profile, you must upload your documentation as part of the application process. The DD 214 must be a copy that indicates characterization of service.
