Job Description: Quality Assurance Manager

Immediate Supervisor: Clinical Director

QUALIFICANTIONS/CREDENTIALS:

  • Provide overall administrative direction for all QA related functions.
  • Lead integrated system performance management, systems process improvement, and regulatory compliance to meet all licensing and accreditation requirements.
  • The Quality Assurance Director will participate with other agency administrative staff in the analysis, planning and strategic formation of agency goals and the implementation of plans and clinical programs in the areas of Quality Assurance.
  • He/she will analyze clinical needs to determine potential enhancements or improvements to clinical procedures and activities and will develop and recommend supporting policies and procedures.
  • The QA Manager is responsible for maintaining effective communication with all staff both clinical and non-clinical, and with all levels of supervision.
  • Organizational skills are essential.
  • Must possess a willingness to work with all levels and function independently.
  • Maintain confidentiality.
  • Demonstrated advanced computer skills and IT knowledge for agency systems. Experience with Microsoft Excel and Access software is necessary; as well as experience with systems and with outcome measurement.
  • Education: Minimum requirement of a bachelor’s degree butMaster’s degree preferred, in Nursing, Social Work, Counseling, Psychology, Substance Abuse, or related field or commensurate combination of education and addiction treatment experience.
  • Credentials: Must meet OMHAS and Joint Commission requirements for the provision of clinical services; must have licensure as an RN, LISW, LPCC, or LICDC.

ESSENTIAL FUNCTIONS:

  • Act as the liaison with the Alcohol, Drug Addiction, and Mental Health Services (ADAMHS) Board of Cuyahoga County and the Lorain ADAS QA activities and meetings.
  • Oversee key Quality Assurance initiatives per agency QA plan.
  • Identify and lead resources/staff required to successfully execute QA projects.
  • Assist Program Directors and Program Managers in any necessary program, department, and/or staff QA evaluations.
  • Take responsibility for the development and updating of the agency service plan, cultural competence plan, and, in collaboration with the Facility Operations Director, for the development and updating of the agency risk management plan.
  • Develop, plan and assist in implementing agency polices and procedures.
  • Provide leadership and ensure organizational compliance with regulatory agencies, state and federal regulations, licensure and continuing education (i.e. OMHAS, ADAMHS Board of Cuyahoga County, Lorain ADAS, Joint Commission).
  • Responsible to take the lead on all organizational licensing, certification and re-certification, audit, as well as any necessary plans of correction.
  • Provide developmental and operational leadership for the compliance of documentation management systems, promoting effective relationships between quality personnel and clinical staff providers.
  • Direct and coordinate clinical performance programs, assuring timely submission of data to regulatory and accrediting programs. Assure the accuracy of data submitted.
  • Facilitate the Utilization Management (UM) and QA Committee, as well as all subcommittees, activities. Monitor and support site-based QA teams and act as resource in all QA activities.
  • Monitor all Major Unusual Incidents (MUI’s), incident reports, and safety concerns; monitor for trends and implements corrective action plans. Assures that incidents are sent to the appropriate regulatory or accrediting agencies.
  • Participate in the Safety Committee. Provide oversight for patient safety, reviewing incidents as appropriate, and when necessary, conduct additional root cause analysis and develop plans of correction.
  • Develop clinical outcomes measures and oversight of agency outcomes.
  • Develop metrics to drive Quality Assurance and efficiencies while enhancing client and staff satisfaction.
  • Supervise the Quality Assurance department.
  • Assure the integrity and confidential treatment of all credentialing, Quality Assurance, and peer review functions that are coordinated through the agency.
  • In conjunction with the Facility Operations Director, direct the risk management initiatives to minimize the agencies potential for liability.
  • Responsible for providing clinical consultation as needed.

ADDITIONAL DUTIES:

  • Review and update job descriptions as appropriate for medical records staff.
  • Responsible for oversight of agency peer review process.
  • Ability to assume a variety of work tasks, including but not limited to providing supportive services for direct individual and group counseling, assessment services, and crisis intervention.
  • Other duties as assigned.
