JOB SUMMARY

Carver County is accepting applications for a Deputy Director in the Health & Human Services division. At the direction of the Health and Human Services Division Director, the second level of the Human Services Management structure has overall responsibility for leading, directing, managing, and providing oversight for multiple Human Services program managers and/or supervisors. The Deputy Director is responsible for creating a culture of inclusiveness and accountability. This critical position must possess essential knowledge and is accountable for work done in the Child and Family, Home and Community-Based Care, Workforce Services, Child Support, Administrative Support, and Economic Assistance areas of Human Services. This is a high-demand, fast-paced position that requires a leader with excellent written skills, is fastidious, and has an ability to communicate accurately, timely, and with transparency. The Deputy Director will develop and execute short and long-term Division strategy through program managers that supports the County’s vision and mission; oversee integration among departments; and ensure compliance with County objectives, and applicable statutes, mandates, regulations, policies, and procedures.

This classification level is distinguished from the Human Services Manager level. In this classification level, incumbents are responsible for supervising department managers involved in planning and implementing program goals, County policies, and HHS procedures. The candidate must possess a “can do” attitude, demonstrate advanced organizational skills, and be able to work independently within the constructs of the role. This position is a hybrid position and will be expected to work in the office located at the Chaska Government Center with some flexibility to work remote.

TYPICAL DUTIES AND RESPONSIBILITIES
  • Manages and directs program management, professional, and support staff to include: prioritizing and assigning work; conducts performance evaluations; ensures staff is trained and employees follow policies and procedures; maintains a healthy and safe working environment; and makes hiring, termination, and disciplinary recommendations.

  • Directs the development, implementation, and evaluation of program objectives, policies, and procedures; coordinates resource and staff allocations; interprets, implements changes in response to, and ensures compliance with applicable Federal, State, and local laws, rules, regulations, laws, and policies.

  • Prepares and develops the department and program budgets, which may include: monitoring and approving expenditures; researching, developing, and evaluating funding opportunities; making and approving related recommendations; and presenting financial and operational data to members of the Board and County management.

  • Oversees department initiatives for the enhancement and improvement of service delivery; coordinates activities with other agencies, internal departments, and/or other applicable parties; and attends County Board and committee meetings to provide consultation, represent the department on regulatory matters, and facilitate related departmental operations.

  • Participates in meeting and negotiating on behalf of the employer with the County's labor unions, as called upon, as part of the County's negotiating team. Assists the Employee Relations team with preparation of bargaining proposals, as requested by Employee Relations.

  • Performs other duties of a similar nature or level.
MINIMUM QUALIFICATIONS
  • Master's Degree in Social Work, Public Health, Community Health, Environmental Health, Nursing, or related field and
  • 8 years of related social services and/or public health experience

or

  • Bachelor's Degree in Social Work, Public Health, Community Health, Environmental Health, Nursing, or related field and
  • 10 years of related social services and/or public health experience

and

  • Valid driver's license or evidence of equivalent mobility
SCORED EXAMINATION PROCESS
