Rodeo Renewed, which is expected to transform the refinery into one of the world’s largest renewable fuels facilities, stands to reduce facility emissions, preserve well-paid jobs and help California meet both its demand for transportation fuels and its environmental goals.

With Rodeo Renewed, Phillips 66 aims to pivot its Rodeo Refinery away from processing crude oil, instead using a variety of renewable feedstocks to produce lower-carbon transportation fuels by 2024. After the planned conversion is executed, the facility will have an initial production capacity of 800 million gallons per year (52,000 barrels per day) of renewable diesel, renewable gasoline and sustainable aviation fuel (SAF).

This position is eligible for domestic relocation assistance and our 9/80 and 19/30 alternate work schedule options, per the respective Phillips 66 policies. The 9/80 Policy affords employees who work a 9 hour workday schedule the option to take off every other Friday, while the 19/30 Policy affords employees who work an 8.5 hour workday schedule the option to take off one day each month in addition to their typical vacation allotment.

Responsibilities May Include:
Working routinely with many Refinery Departments to ensure compliance with Local, State, and Federal permit requirements and environmental regulations.

Preparing reports, plans, work plans, and general correspondence to regulatory agencies.

Conducting regulatory required environmental studies and investigations.

Interfacing with agency personnel during on-site inspections.

Evaluating new environmental regulations to determine impact to the business.

Initiating new projects (includes defining project scope) necessary to comply with new environmental regulations.

Guiding and providing training to Refinery employees (and maintaining training records) to enhance organizational understanding and compliance of environmental requirements/changes.

Participating in Corporate Audits, third-party audits, agency investigations, and internal audits.

Conducting investigations of environmental incidents and preparing/submitting timely required agency reports.

Working closely with Operations and Maintenance personnel to evaluate, develop, and recommend achievable solutions for compliance with Local, State and Federal regulations.

Coordinating and participating in joint industry environmental compliance projects.

Organizing and participating in industry/agency negotiations, workshops and meetings in developing rules, regulations and permits.

Providing support during on/off hours during operational incidents/emergency response efforts; this position will be assigned an on-call rotation to respond to environmental issues.

Maintaining confidentiality and sensitivity concerning regulatory, human resources and community matters.

Local, State and Federal Air quality regulations and programs (Title V, BAAQMD Rules, Federal EPA NSPS and MACT).

Greenhouse Gas CARB and/or EPA reporting & verification.

Required Qualifications:
Legally authorized to work in the United States without restrictions

Bachelor of Science degree in Engineering or related Science

2 or more years of direct work experience in the environmental field

Previous direct experience with air and/or greenhouse gas regulations

Strong working knowledge of Federal and California environmental regulations

Proficiency in Microsoft applications including Word, Excel, Power Point and Outlook

Preferred Qualifications:
Five (5) years’ work experience in environmental field, preferably in refining/petrochemical industry

Previous environmental audit and investigation experience

Previous regulatory negotiations experience

Excellent communication (verbal/written) skills

Compensation

The base pay range for this role is $94,500- $140,000 depending on a candidate's relevant work experience and education.
