The mission of the Kentucky Energy and Environment Cabinet (EEC) is to improve the quality of life for all Kentuckians by protecting our land, air, and water resources by utilizing our natural resources in an environmentally conscientious manner. Our mission in the Hazardous Waste Branch of the Division of Waste Management is to support our community in the fulfillment of their regulatory requirements as demanded by the Resource Conservation and Recovery Act by providing services, solutions, and technology leadership in a secure, transparent, and fiscally responsible manner. By joining the Division of Waste Management, Hazardous Waste Branch, Permit Review and Corrective Action Section as an Environmental Scientist I in Franklin county, you will have the opportunity to identify and abate threats to human health and the environment through permitting, inspections, and providing technical assistance and education to the regulated community.

Holders of the Environmental Scientist I position will complete tasks such as:
  • Reviewing, scientific and regulatory, plans and reports related to the remediation of soils and groundwater.
  • Preparing technical reports and documents.
  • Drafting of permits to regulate both remediation and post-closure care at the Resource Conservation and Recovery Act (RCRA) sites.
  • Providing technical assistance to facilities with respect to the requirements of RCRA corrective action and post-closure.
  • Making recommendations to the Manager for decisions to approve or deny requests, plans, and applications from regulated facilities.
Holders of this job will learn the following skills:
  • Knowledge of the Hazardous Waste Program under the Resource Conservation and Recovery Act
  • Experience with hydrogelology and various hazardous waste treatment technologies
  • Evaluation of cost estimates and alternatives for hazardous waste remediation and management
  • Ability to work under pressure
Desired candidates possess the following requisite skills or experience applicable to the position:

This job will primarily be performed in an office setting, but will require travel from time to time. Infrequent inspections will be performed at sites which have uneven terrain. Employee will drive state-owned vehicles to inspection sites.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Experience in natural resources, environmental control, engineering or a related area will substitute for the required education on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE
Working Conditions
Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in this position may be subject to adverse weather conditions, exposure to snake and insect bites, water-borne pathogens, broken glass, and rusty metal in streams. Electrocution from electro-fishing equipment is possible.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
