POSITION SUMMARY
The purpose of this position is to provide a comprehensive environmental health services program within the TCRHCC service area. This is an entry level position and requires a broad knowledge of biological sciences sufficient to understand the basic concepts, principles, methods, and techniques of environmental health and injury prevention as well as familiarity with epidemiological investigations. The incumbent is responsible for implementing environmental health evaluation activities, analyzes results, identifies risk factors, compares results to existing standards, codes and regulations and makes recommendations to reduce risk factors. Performs other environmental health duties as assigned.
Qualifications:Education:
Bachelor’s degree in Environmental Sciences, Public Health, or similar major.

Physical:
Must be able to walk and stand for long periods of time, wear a respirator when required, write legibly, and use a computer. Must be able to hear and talk over the telephone and in person with others. May also require a long period of speaking with patients, staff and families to effect health care needs and compliance. This position requires prolonged times of sitting, standing, walking, bending, maintaining balance, and reaching. Position frequently requires ability to drive, kneel, crouch, and twist; may require occasional climbing. Incumbent will need to be able to lift up to 10 pounds prolonged and up to 35 pounds frequently pushing and pulling; other weights up to over 100 pounds rarely/occasionally. Incumbent must have far vision, near vision, color vision, depth perception, seeing fine details, hearing normal speech, telephone use, and hearing overhead pages over a loudspeaker for prolonged periods of day. The incumbent must have the hand manipulation ability for prolonged simple and firm grasping, fine manipulation, and use of keyboards. The work environment exposure may include exposure to infectious disease and extremes in temperature or humidity occasionally.
Mental:
Good judgment is required to provide appropriate guidance and coordinate a variety of issues while being frequently interrupted. Incumbent must be able to concentrate for prolonged periods of time. Must be able to frequently cope with high levels of stress, make decisions under high pressure, handle a high degree of flexibility, demonstrate a high degree of patience, and work in areas that are close and crowded. Occasionally the incumbent may need to cope with anger/fear/hostility of others in a calm way, manage altercations, handle multiple priorities in stressful situation, work alone, and adapt to shift work.
Responsibilities:- Assists the Environmental Health Officer I/II by providing technical assistance to the Navajo Nation Environmental Protection Agency to evaluate community water systems, wastewater treatment facilities and sold waste disposal sites. Findings are compared to requirements of the Safe Drinking Water Act, Clean Water Act, Resource Conservation and Recovery Act, and Toxic Substances Control Act. Works with the EHO I/II to make appropriate recommendations in accordance with recognized Tribal, State, and/or Federal Standards and Codes.
- Assists the EHO I/II by providing environmental evaluations of food service facilities (Tribal, Commercial, BIA, PHS). Compares results to tribal codes. Keeps current on information pertaining to food handling and shares this information with appropriate individuals. Provides food handler training and other food sanitation training as needed.
- Assists the EHO I/II conduct environmental evaluations of institutional facilities, such as schools, preschools, adult and juvenile detention, senior citizen, group homes, foster homes, mortuaries, and health care facilities. Reviews policy and procedures used by institutions, in the areas of Life Safety, infection control, safety management, industrial hygiene and operation and maintenance. Makes recommendations to officials on how to correct identified deficiencies and improve policies and procedures.
- Assists the EHO I/II by performing environmental assessments of recreational facilities including camp grounds and public swimming pools. Recommendations in accordance with tribal, state, or federal standards are provided to facility managers and owners.
- Assists the EHO I/II implementing service area surveillance activities, which may include collection of rodent fleas, blood of carcass samples, carnivore sera, and directs observation of rodent ecosystems for any significant shifts in activity. Provides information to the public on Hantavirus and Plague prevention and other vector-borne diseases.
- Assists the EHO I/II conduct other activities as deemed necessary for the protection of public health.
- Assists the EHO I/II coordinating the gathering of epidemiological information, reviewing data, writing reports and making conclusions for the purpose of establishing environmental health priorities.
- Assists the EHO I/II conducting injury surveillance activities, evaluating data and making recommendations on reducing or eliminating injury risk factors.
- Assists the EHO I/II conducting epidemiological investigations involving outbreaks of disease and/or injuries to limit the spread and to prevent future cases. Examples of diseases of concern are hepatitis, plague, shigella, salmonella, hydatid, legionella, Hantavirus, West Nile, etc. Control activities may require a combination of steps involving health education, improvements in sanitation facilities and coordination with medical staff.
- Assists the EHO I/II in developing, organizing, and conducting educational programs for school groups, BIA, Tribal, commercial staff or individuals on a wide-range of topics involving environmental health.
- May Meet with Tribal, State, BIA and other resource officials regarding coordination of activities involving environmental health with the EHO I/II.
- Assists the EHO I/II in coordinating with the Navajo Area Indian Health Services to conduct plan reviews and specifications on new construction or major renovations of BIA, State, Tribal, or private commercial establishments in the service area. Provides recommendations based on the Code interpretations.
- Maintains confidentiality regarding administrative and patient issues.
- Understands and adheres to established compliance, safety, and quality assurance standards.
- Establishes rapport with the community, local leaders, Federal and State agencies in order to administer the program.
- Assists Community Connectors by providing distribution of food, water and other necessary essentials to community members who are in Isolation or quarantine.
- Assists the Contact Tracing team by performing contact tracing activities for patients testing positive for Covid-19, and conducting negative results calling.
- Assists the Screener/Greeters at various entry points to ensure appropriate screening for all patients and visitors entering the TCRHCC campus.
- Ensure proper PPE is worn at all times while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering facepiece respirator or higher, if available), and eye or face shield.
- Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
- Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction.
