New Hanover County is seeking an Engineering Stormwater Analyst to join the Stormwater Services Division of the Engineering Department. This position will provide core analytical support for strategic stormwater utility management, and will support a GIS database of stormwater assets, perform analyses, conduct research, support the planning of new strategies, support the design of new initiatives, and support implementation of new business practices, information management tools, and such.


Essential Duties:

  • Performs data collection, editing, mapping, and managing accurate records which can coincide with land planning and development.
  • Reads, understands, and interprets complex design drawings, property plats, maps, and other related information as necessary to post data in GIS system.
  • Troubleshoots software issues, assisting in the creation of efficient workflows, bringing efficiencies to less efficient existing workflow.
  • Assembles and formats complex and non-standard reports for stormwater related tasks.
  • Geospatially supports team in a suite of ESRI mapping products to include training and troubleshooting.
  • Responsible for research and data processing, to include verifying, organizing, and the preparation of geospatial and asset data.
  • Manages specific GIS information layers.
  • Transfers collected data onto GIS system/server using applicable software.
  • Performs data entry and mapping tasks utilizing GIS technologies.
  • Supports staff regarding capabilities to meet GIS management needs.
  • Digitizes and georeferences data to aid in the location, placement, and creation of features.
  • Creates and edits features and associated attributes.
  • Makes corrections to previously mapped products.
  • Learns and applies a broad range of best management practices with storm water utilities including asset management, information management, and maintenance management best practices.
  • Works with consultants and client staff to perform business process/work method assessments, conduct project research/data collection, perform analyses, and generate reports.
  • Supports the planning, design, and implementation of operations and maintenance optimization and capital renewal strategies for stormwater utilities.
  • Performs analyses on GIS utility datasets such as: condition inspection databases, capacity assessment/hydraulic modeling, etc.
  • Performs services on-site or off-site to support client staff performing their day-to-day activities such as planning/scheduling, condition assessment, capacity assessment, contractor management, etc.
  • Designs and implements analytics and dashboard platforms
  • Performs legal research of property ownership, easements and property boundaries.
  • Performs other duties of a similar nature or level.
  • Performs work during emergency/disaster situations.

Must be available to report for emergency work assignment during emergency situations.

Salary Information:,
The hiring range for this position is $56,351- $76,074 . Salary will be determined based on qualifications. Bilingual candidates are eligible for a differential (5%) when performing Spanish language interpretation during the course of work.

Qualifications

Required Education and Experience:

  • Bachelor’s Degree in Geography, GIS, Computer Science or a related field and five (5) years of programming and applications experience in a closely related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
What will make your application stand out:
  • Proficiency with ESRI products ArcGIS Pro, Apps, Portal, Enterprise (including digitizing vectors, running geoprocessing tools, working with geodatabases, and creating map layouts), understanding of general stormwater concepts related to hydrology, soils, water quality, water resources, and ability to adapt to new GIS software, and skill in cartography is strongly preferred.
